Description
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION 1.Identification of the Agency and the Contracting Activity: Department of Veterans Affairs, Great Lakes Acquisition Center, 5000 W National Avenue Bldg 5, Milwaukee WI 53295 2.Nature and/or description of the action being approved: Justification and approval for other than full and open competition for Asbestos Abatement at Edward Hines Jr. VAMC. Procurement will proceed on a sole source basis utilizing CPMA INC. 3.A description of supplies/services required: Edward Hines Jr. VAMC Hines, IL has a requirement for Asbestos Abatement, Fire Stopping and Hazardous Material Removal. CPMA INC. meets requirements as a SDVOSB and has been used as a contractor at Hines VA in a successful manner in the past. 4.Statutory authority permitting other than full and open competition: FAR 19.102 and PL 109.461. 5.Facilities Unique Qualifications: Edward Hines Jr. VAMC has the need for an Asbestos Abatement contractor to participate in projects requiring asbestos removal. An open-ended contract which is an indefinite delivery/indefinite quantity type concept that encompasses Fire Stopping, Asbestos Abatement and Miscellaneous Hazardous Material Removal work at the above location. During the contract period, the engineers will identify projects for task orders, which will be issued by the contracting officer. The contractor will furnish all materials, equipment and personnel necessary to accomplish these task orders. Task orders will vary in size and dollar amounts. 6.Efforts made to ensure that offers are solicited from as many potential sources as is practicable: A search for veteran owned small businesses capable of providing theses services has been completed in the CCR Database and VetBiz registry using the Dynamic Small Business Search. 264 firms were located in VetBIZ and 22 located in CCR Database. Utilizing CPMA Inc. will assist and contribute to the overall VISN goals for SDVOSB utilization. 7.Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable: Pricing will be compared against the current Asbestos Abatement contract so that pricing can be negotiated with CPMA INC. and price reasonableness can be determined and implemented. 8.Market survey conducted: A CCR Dynamic Small Business, VetBiz, Dun & Bradstreet, ORCA, EPLS, and VETS-100 Searches were completed. 9.Other facts: None 10.Other sources expressing an interest: None 11.Actions to remove or overcome any barriers to competition: None 12.Certification: I certify that this justification is accurate and complete to the best of my knowledge.
