- DESCRIPTION: The National Institute of Standards and Technology (NIST) Acquisition Management division, on behalf of the NIST of the NIST Office of International and Academic Affairs, intends to negotiate with Westat Inc, Rockville, MD, on a sole source basis, under authority of FAR 13.106-1(b) (1). The Goal of this acquisition is to assist NIST in the continued evaluation of the NIST Summer Institute for Middle School science Teachers. The Incumbent, Westat Inc., has developed a relationship with the 2010 participants in the NIST summer Institute program, and a major portion of the next phase of the assessment plan involves a follow-up on how the 2010 participants have used the resources from the NIST Summer Institute for their teaching, translating the presentations and demonstrations of the Institute into their classrooms. Both the new of the 2010 assessment and the follow-up participants are critical to assess the effectiveness of the program and the application into science curricula. Such assessment is required by the Academic Competitiveness Council (ACC) which is reviewing all USG technical agency academic programs. If a new contractor were to come in at this point, more financial resources would need to be expended than planned to bring the assessment efforts to the same point as they are currently. In addition, increased time and expenditure of staff resources would also need to be considered. Westat has developed continuing contacts with the staff and the 2010 group of participants, which greatly facilitate continuation of the assessment. In addition, the assessment survey instruments that should be used for the 2011 NIST Summer Institute participants was developed by the current contractor, and has been already approved under the OMB PRA, Program Evaluation Data Collections, Outcome Survey for NIST Summer Institute for Middle school Science Teachers. Further, the approved pre-survey part of the assessment instrument has already been given to the 2010 participants, which now needs to be followed by the post-survey at the end of the 2011 school year. With a new contractor, this process would need to be redone, with time lost for receiving approval for the outcome survey and probably compromised result s of the comparison analysis of the pre and post surveys. If the current contractor were not to continue with the assessment of the program, all of these factors taken together would seriously impede progress and would harm the program as planned. The performance of the activities described in the SOW requires a contractor with current knowledge in education issues in science and mathematics. The success of this evaluation also requires a contractor with technical expertise in research design, development of outcome measures and appropriate baselines, and the demonstrated ability to isolate program effects from exogenous factors. The current contract, Westat, is not only a leader in the aforementioned areas, but is also a leader in assessment of elementary and secondary education programs, including numerous national and internal comparative studies of student achievement and with the U.S. Department of Education in the Academic Improvement and Teacher Quality program. Westat has demonstrated these capabilities very well during the first four years of the assessment of the NIST Summer Institute, and is well-qualified to continue the project. Again, substitution of another contractor to continue the assessment would not only impede program progress, but also be generally deleterious to the assessment. Based on these reasons, NIST believes that only Westat can satisfy NIST's requirement to complete this evaluation and assessment. NIST anticipates negotiating a firm-fixed-price type purchase order of year. Interested parties may identify their interest; however, such parties must clearly and unambiguously demonstrate their ability to perform the requirement in writing no later than August 31, 2010 by 4:00PM EDT in order to be considered. This notice of intent is not a solicitation. Information submitted in response this notice will be used solely to determine whether competitive procedures could be used for this acquisition. Any questions regarding this notice must be submitted in writing via email to Maria Gray at maria.gray@nist.gov. ***Delivery shall be FOB DESTINATION and be completed in accordance with the Contractor's commercial schedule. *** *** As defined in the Federal Acquisition Regulation, (FAR), FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Gaithersburg, Maryland, 20899-0001. ***
