- Notice of Intent to Issue Sole Source Award The Department of the Interior, National Business Center, Acquisition Services Directorate (AQD), on behalf of the U.S. Consumer Product Safety Commission (CPSC), intends to award a sole source purchase order under the authority of FAR Subpart 13.106-1(b) - soliciting for a single source, to Eastern Kentucky University (EKU) for Advance Fire and Explosion Investigator Training. This open market purchase order is to develop and present a training course for the Consumer Product Safety Commission Office of Field Investigations Investigators. The training will consist of providing on site facilities for live burn scenes, explosive demonstrations, and laboratory facilities. EKU has been identified as having the unique qualifications to fulfill this requirement. They are distinctively qualified as they offer training at the critical level required, as well as the necessary facilities. EKU provides training for many other Federal Government law enforcement officials, as well as law enforcement officials at the state and local level. Its facilities and faculty are conducive to the training needs of the commission. In addition, EKU has had previous experience in training the Consumer Product Safety Commission (CPSC). They have previously developed a custom curriculum and course materials in conjunction with CPSC. The period of performance for this requirement is anticipated from September 20, 2010 through September 19, 2011. Services Required: This requirement is for the services of Eastern Kentucky University (EKU) instructors to develop and present a course to U.S. Consumer Product Safety Commission Office of Field Investigations investigators covering the process and considerations associated with conducting product defect fire investigations. The applicable North American Industry Classification System (NAICS) code is 611310, Training/Curriculum Development with a size standard of over $17 million. The Government anticipates the award of a firm-fixed price purchase order. This notice of intent is not a request for competitive quotes. A solicitation is not available. However, firms that believe they can provide these services in their entirety must submit a written notification of interest and capability to the Contract Specialist by the date and time indicated below. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. AQD will not be responsible for any costs incurred by responding to this notice. This notice in no way obligates the Government to award any Purchase Order.
