Description
The U.S. Environmental Protection Agency (U.S. EPA) has a requirement, PR-NC-10-10718, for on-site & field study technical support. The purpose of this contract will be to provide the personnel and services required to 1) obtain reliable environmental field samples ( e.g., vertebrate species (e.g., fish), macroinvertebrate species (e.g., insects), periphyton, phytoplankton, zooplankton, macrophytes, etc.), 2) perform sample analysis (e.g., sample login; sample preparation; sample analysis; and reporting results), 3) perform methods development and testing (ie, perform a needs analysis, plan the research, prepare project work plans and QA project plans, carry out the research, validate the results, and disseminate the research findings in the appropriate communications media (journals, presentations, symposia, etc.), 4) provide statistical and data base expertise, 5) improve and document the quality of the data being produced, 6) provide high-quality outputs that are readable/intelligible to a myriad of audiences ranging from the general public to the scientific community, and 7) operate /maintain the Aquatic Research Facility at the AWBERC which houses aquatic species (as well as some plant species) used for research activities. EPA anticipates the award of a five year Cost Plus Fixed Fee Level of Effort type contract. NAICS Code 541712 applies with a small business size standard of 500 employees. A draft copy of the statement of work will be posted on website: http://www.epa.gov/oam/rtp_cmd/. The purpose of this sources sought synopsis is to determine if there are any service disabled veteran owned, Hubzone, 8(a), or small businesses capable of supporting the requirement. Consequently, any response failing to demonstrate that they can provide the aforementioned service and instead choosing to merely submit a routine letter requesting a copy of the RFP will be ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
