Description
Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Radiation Oncology Branch (ROB) plans to procure on a sole source basis with Varian Medical Systems, 100 Walnut Avenue, Suite 201; Clark, New Jersey 07066 for Maintenance Service for Varian Clinac-21EX (s/n 2999) including the following: CT/On-Board Imaging (s/n 0456); RPM Respiratory Gating (s/n 0830); 4D Integrated Treatment Console (s/n 1412); Multi-Leaf Collimator (s/n 3115); PortalVision (s/n 1805). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. The North American Industry Classification System Code is 811219 and the business size standard is $7M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be 12 months from the date of award plus three (3) twelve month option periods. The ROB Clinic treats patients on a daily, weekly, or monthly schedule, depending on the cancer type, location and size. The treatments can involve multiple pieces of equipment including the CT Simulator and Linear Accelerators. This equipment is required to be in superlative shape to prevent harmful delays due to down time, and/or prevent the patient from being treated in an unsafe manor. Contractor personnel shall have a minimum of two (2) years specialized factory training within the last five (5) years in order to perform service on these instruments. Contractor shall provide current software updates to the operating system and shall provide Varian Medical manufactured parts and accessories. It is extremely critical for the radiation dosage to remain precise in the treatment of NCI cancer patients. The equipment shall be calibrated accurately and maintained according to the manufacturer's specifications. Any deviation from the specifications could jeopardize the use of the aforementioned systems. The internal components and mechanisms of this instrument are proprietary and Varian Medical Systems is the only known source capable of fulfilling the service contract on these instruments. The equipment must be maintained using factory trained technicians due to equipment specific and treatment specific software and hardware. For these reasons, there is no other source known to the NCI to provide the services required by the ROB to maintain their laboratory equipment. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on September 3, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
