- Interpretation of Diagnostic Images Services (Radiologist Services). Sources Sought Notice The 22d Contracting Squadron is conducting market research to determine the availability, interest and capability of potential small business sources to perform Interpretation of Diagnostic Images services at McConnell AFB, Kansas. The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements and posted electronically on the FedBizOpps homepage at www.fbo.gov. The Government shall not reimburse the costs of preparing responses to this request for information. The 22d Contracting Squadron (AMC), McConnell Air Force Base (AFB), Kansas, intends to issue a formal RFP for the acquisition of Interpretation of Diagnostic Images services to be performed at McConnell AFB, Kansas. The estimated contract period includes a base year and four option years. The contractor shall provide all personnel, management, consultations, reports and other items necessary to provide professional diagnostic radiology interpretation services to the patients at the 22d Medical Group, McConnell AFB, Kansas (MTF). The contractor care shall cover the range of services normally found to be provided by a radiologist at a civilian medical treatment facility. These services include interpretation of and reporting of radiographs, mammograms, ultrasound, and Dexa-Scan procedures. The contractor shall be qualified and able to perform ultrasound exams. Services shall be performed at the McConnell AFB MTF and shall be on an as needed basis approximately 0-12 hours per week. Performance shall be in accordance with the requirements contained in this performance work statement (PWS), the guidelines of the American College of Radiology, the Mammography Quality Standards Act and professional standards of the Accreditation Association for Ambulatory Health Care (AAAHC). The NAICS code for this requirement is 621111 (Office of Physicians). The Government requests interested parties to submit a brief statement of current capability to perform these services and a letter of interest. In order to be considered in this market survey, please reply by close of business 9 September 2010. AFFARS 5352.201-9101 OMBUDSMAN (AUG 2005). (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
