Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICIATATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health, Clinical Center, LDRR Laboratory intends to award on a sole source basis, under the authority of 41 United States Code (U.S.C.) 253(c)(1) as set forth in Federal Acquisition Regulation (FAR) 6.302-1 a purchase order to Focus Surgery, Inc., 3940 Pendleton Way, Indianapolis, IN 46226 for maintenance on NIH HiFU System #1. The LDRR laboratory uses the NIH HiFU System #1 for protocols LDRR 09-01, LDRR 09-02 and for translational research in the Center for Interventional Oncology for the quantitative and qualitative analysis of new imaging agents in addition to cellular and animal imaging of tissues and animals. Our research laboratories would not be able to function if this NIH System #1 was to breakdown and our labs would have to shut down until such time as the needed repairs could be performed. Focus Surgery custom-designed and built this system exclusively for the NIH and its research mission. We know that Focus Surgery could restore our system to proper function and keep it in good working condition for our ongoing research projects and protocols. Background: The NIH HiFU System #1 is a custom-designed instrument built exclusively for the NIH by Focus Surgery. This system is used for the in-vivo delivery of diagnostic and therapeutic agents’ in-vivo for animal research, as well as diagnostic imaging in support of protocols LDRR 09-01 and LDRR 09-02 and for translational research in the newly established NIH multi-institutional Center for Interventional Oncology. Scope: An extended warranty on the system listed. Description of work: Focus Surgery will adjust, repair, and replace such parts as may be necessary to put the equipment in good working order. The extended warranty will extend the standard one (1) year warranty supplied with the original equipment purchase by 1 year. The contract covers the system listed above, but does not cover consumables, expendable items, or physical damage. Since this is a custom-designed system built exclusively for the NIH, there is no serial number and is referred to by the NIH and the company as NIH System #1. Period of Coverage: The contract will cover the time period of one year from September 30, 2010 to September 29, 2011. This notice is not a request for competitive proposals; however all responses received within 10 days from the date of the publication of this synopsis will be considered by the Government. Interested parties may identify their interest and capability in writing to Deborah Culpepper, dculpepper@cc.nih.gov. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. There is no solicitation package available.
