Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. AG-64R4-S-10-0034 is being issued as a Request for Quotations for two (2) service utility truck bodies. The service utility bodies will be installed on 2010 Dodge Ram 2500 cab-chassis 4x4, standard regular cab trucks. Service Utility Bodies must meet the following specifications: EXTERIOR BODY: Minimum 14-gauge steel, with galvanized zinc coating. Minimum 6-year warranty on rust-through. Minimum 3-year warranty on other body components. BODY SUBSTRUCTURE: Minimum 7-gauge steel channel front and rear cross members, 10-gauge intermediate cross members, and four (4) 14-gauge floor stiffeners interlaced with the cross members to add strength at rear of body and in wheel area. FLOORING: Minimum 1/8th inch thick treadplate steel with drain openings at base of bulkhead. Floor width 48.5". DOORS: Double panel with rigid honeycomb polystyrene stiffeners bonded between panels. No welding marks on exterior of doors. All doors must have full perimeter flange mounted "automotive type" neoprene bulb door seals (no break at latch). Doors will have channels that divert water away from the door opening. Hinges will be stainless steel, rod and bearing style. All latches will be "automotive type" rotary latches with an adjustable striker post, and have keyed locks. TAILGATE: Must be "slam" style that offers one-hand operation via a center handle, and operates like a pickup tailgate. No pins or chains are permitted. Height is 12", construction is double panel, galvanized steel. BUMPER: Constructed of treadplate steel, with an integral heavy-duty Class III hitch receiver welded into the bumper face and bolted to the frame of the vehicle. Also required to complete the package will be the installation of an electric brake system and the installation of a 6-pole socket for trailer light/brake hookup. FENDER: Die-formed, automotive style fender. COMPARTMENTS/DOOR OPENINGS ON DRIVER'S SIDE: Front Compartment: Full height, app. 24 " wide, with 2 trays Horizontal Center Compartment: App. 44" wide x 14" high, with 1 tray Rear Compartment: App. 16" wide x full height, with 1 tray (9 foot body dimensions are slightly wider on some compartments) COMPARTMENTS/DOOR OPENINGS ON PASSENGER'S SIDE: Front Compartment: Full height, app. 24 " wide, with 2 trays Horizontal Center Compartment: App. 64" wide x 14" high Bottom Rear Compartment: App. 16" wide x 16" tall (9 foot body dimensions are slightly wider on some compartments) All compartments will be approximately 15" deep, and interiors painted white for visibility. FUEL FILL CUP: Constructed of aluminum and the cap recessed into the truck body. OTHER: Price will include mounting of the service bodies on the vehicles, including all parts and labor necessary to complete. The exterior of the service/utility bodies will be painted to match the vehicles exterior (FS green) with a high quality automotive paint & finish. Tail/turn/parking lights, trailer plug, electric brakes, Class III hitch receiver, etc. will be fully functional, and all Service/Utility Body components "road-ready". Price will also include pickup and delivery of the vehicles from the Mark Twain National Forest Supervisor's Office located at 401 Fairgrounds Road in Rolla, MO 65401. All specifications are comparable to those found on the "Omaha" line of Service/Utility truck bodies, with a "VH" configuration, Slam tailgate, standard treadplate bumper, and an aluminum fuel fill cup. Other additions are the components necessary to prepare the vehicle for trailer towing. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-43 effective August 2, 2010. This acquisition is set-aside 100% for small businesses. The North American Industry Classification System (NAICS) code is 336211, Motor Vehicle Body Manufacturing, and the size standard is 1,000 employees. Quotes must include vendor's Tax Identification Number (TIN). Quotes must include a completed copy of FAR 52.212-3 Offeror Representations and Certifications, Commercial Items, paragraphs (c) through (m). If the Offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov., submit only paragraph (b) from the provisions and a DUNS number. FAR 52.212-2 Evaluation, Commercial Items is applicable with the following factors used to evaluate quotes: Price, technical conformity to specifications, and ability to meet delivery date which is 60 days after receipt of order. The offer/quotation that is most advantageous to the Government, based on the factors contained in this solicitation, will be selected for award.
