- This is a combined/solicitation Request for Quotes for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement is being issued as a Request For Quotes under RFQ10067. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular 2005-43. This acquisition will be processed under Simplified Acquisition Procedures and is not a Small Business set aside, but small, small disadvantage, minority, veteran owned, and HUD zone companies are encourage to submit quotes. The North American Industry Classification System (NAICS) code for this acquisition is 541618 and the Small Business Size Standard is 6.5 million dollars. The National Institute of Allergy and Infectious Disease (NIAID) has a requirement to procure Consulting Services and the purpose of this requirement is to recruit a Contractor to provide/perform the following services and tasks to achieve the department objectives as stated in the Statement of Work; organize or facilitate 2 workshops, one in the EU and one in US with approximately 20 attendees per workshop to discuss and identify barrier to clinical research; assist NIH OD/NIAID in identifying essential participants to attend workshops; identify/analyze specific obstacles created by EU rules and regulations; provide consultation to NIAID as needed to address obstacles; and the various other duties as described in the attached Statement of Work. Starting Period will be estimated around October 15, 2010. The following evaluation criteria will be used to evaluate offers: a) Ability to interact with high level government officials; b) Understanding of the regulations, guidance and policy of the US Department of Health & Human Services (DHHS) and the EU analogous entity of the DHHS; c) Ability to demonstrate an in-depth understanding of regulatory standards and their applications in international settings; d) Experience in strategic planning. The FOB Point shall be Destination, Bethesda, Maryland, 20892. The government will award a firm fixed price purchase order to the responsible contractor. All responses will be considered by the agency. FAR 52.245-2 Government Property (Fixed-Price Contracts). To be considered for an award, offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201 (a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at: www.ccr.gov/ prior to award during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award.] All responsible sources may submit an offer that will be considered by the Agency.
