Description
This publication serves as notice that the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Great Lakes Environmental Research Laboratory in Ann Arbor, MI., intends to acquire two Sea-Bird SBE Temperature Strings. The SBE Temperature Strings are necessary for water quality sampling and are used to detect the formation of hypoxia in Lakes Erie as part of the NOAA Center of Oceans and Human Health (OHH) funded project. Continuous 24-7 data delivery requirements demand that the system provide better reliability to prevent water quality compromises which could affect the drinking water for 1.5 million people in Northeast Ohio. The Sea-Bird SBE Temperature Strings are the only temperature strings systems that are attached to a plastic coated wire rope resulting in a reliable profiling system. This creates an independent mooring that can communicate with our real-time system. NOAA can control the depths of the individual temperature sensors on the line and modify the pattern depending on lake depth and area of scientific interest. The Sea-Bird SBE system allows for a satellite mooring for their temperature profiling system is hung vertically in the water column and completely independent of the underwater mooring, and thus does not create the opportunity for the abrasion problems. With the Sea-Bird temperature system we can re-arrange the sensors to suit our needs and deployment locale. The Government has tried other temperature string profiling systems with no success and the data has been unreliable. The government requires the Temperature Strings that shall meet the following specifications: ENVIRONMENTAL: Temperature: - 10C to + 70C Waves: Demonstrated operation in up to 3.5 meter waves SYSTEM: RS-232 system interface allowing transfer of all temperature data in ASCII format Measuring Range: 0 degrees C to +50 degrees C Accuracy: +/- 0.1 degrees C from 0 degrees C to 50 degrees C Resolution: 12 bit, 0.0625 degrees C Power Requirements: 10.7 V to 16 VDC, ~20mA or less MECHANICAL, SENSING ELEMENT Diameter - 1.9 inches or less Length - 15 inches or less Weight in air - 2.4 lbs or less Depth - 150 meters minimum Please include price for shipping if applicable Equipment is needed within 30 days. The government knows of no other company to supply this type of equipment with these specifications besides Sea-Bird. Only the Sea-Bird Temperature Strings will meet planned scientific data collection goals. Firms who believe they have a product that will meet all the requirements specified herein, including form, fit, and function, and delivery must furnish detailed information concerning their capability to provide the supply and satisfy the Governments needs. Firms must provide descriptive literature on the equipment being offered. In addition shall include name, telephone number and address of concerns for which you have furnished this type of equipment previously. Interested parties must respond within (5) days after publication of this notice. The Government intends to negotiate a firm fixed price contract using FAR 13, Simplified Acquisitions Procedures. Eastern Region Acquisition Division - Kansas City (ERAD-KC) requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR).
