- This is a SOURCES SOUGHT SYNOPSIS. No proposals are being requested or accepted with this synopsis. The purpose of this sources sought synopsis is to determine the availability of qualified Contractors. The primary North American Industrial Classification System (NAICS) Code applicable to this requirement is 813920, Political Organizations. The U.S. Army Corps of Engineers Institute for Water Resources is seeking businesses to provide services to provide science policy fellows to contribute to the mission of IWR. This purpose of this contract is to engage highly qualified (Ph.D. or terminal degree) scientists and engineers from outside the U.S. government system to apply cutting edge scientific expertise to analyze, develop and execute water resource policy via one or two year fellowship assignments at the Institute for Water Resources. The intent is to engage early to mid-career scientists & engineers to apply up-to-date scientific knowledge to water policy challenges faced by IWR and USACE, not to conduct research. Current scientific knowledge from a broad array of scientific fields aligned with water resources policy (e.g. economics, oceanography, civil engineering, soil science, ecology, systems analysis, geography, urban planning) is desired to address the broad range of water policy issues addressed by IWR. A second, related objective of this contract is to bring broader knowledge of private sector and other government agency policy issues by leveraging a fellows scientific and science policy contacts to expand USACE & IWRs current network beyond its traditional partners. This market survey is for information and planning purposes only, and does not constitute a Request for Proposal (RFP). It is not to be construed as a commitment by the U.S. Government. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey. Interested Offerors shall respond to this Sources Sought Synopsis no later than 3:00 pm, 10 September 2010.
