- The National Aeronautics and Space Administrations (NASA) Kennedy Space Center(KSC) has posted the draft Performance Work Statement (PWS) for the Expendable LaunchVehicle Integrated Support 2 (ELVIS 2) acquisition. This action is to encourage andpromote early exchanges of information for this requirement as a part of NASAsacquisition streamlining initiatives. Comments on the draft PWS will be accepted. Therewill not be a formal posting of any comments received or responses to comments, but theywill be considered by the Government and may be incorporated in the draft RFP.The due date for comments is September 24, 2010 at 4:30pm est.Organizational Conflict of Interest (OCI)The ELVIS 2 contractor will perform engineering services for the evaluation of launchvehicle production, processing, and integration in support of NASA sponsored spacecraftmissions. These services require the contractor to support NASA's internal riskassessment and management process; review fleet and mission unique data provided by theCommercial Launch Providers (CLPs); verify overall CLP contract compliance; maintaincognizance of hardware production, design changes and non-conformances at prime CLPfacilities. Based upon the requirements above and the significant potential OCI, CLPs are ineligibleto respond to any future solicitation as either a prime or a subcontractor at any tier. A CLP, for OCI purposes, is defined as a prime contractor or subcontractor at any tierthat designs, assembles, launches and/or manufactures a launch vehicle; or any contractorthat has a financial interest in a CLP (e.g., affiliates, partnerships, joint ventures).DISCLAIMERS AND IMPORTANT NOTESThis preliminary information is being made available for planning purposes only.
