- Solicitation Number: RFI-GBSAA Notice Type: Sources Sought Synopsis: The US Army, Unmanned Aircraft Systems (UAS) Project Office, Unmanned Systems Airspace Integration Concepts (USAIC) Product Directorate (PD), Redstone Arsenal, AL is seeking information for a UAS Ground-Based Sense And Avoid (GBSAA) system to support Extended Range/Multi-Purpose (ERMP)/Gray Eagle UAS training requirements in the National Airspace (NAS). In October, 2009, the PM UAS stood up the Unmanned Systems Airspace Integration Concepts Product Directorate (PD USAIC) to investigate the use of a Ground-Based Sense And Avoid (GBSAA) system to enable UAS to obtain access to the uncontrolled areas of National Airspace. The Federal Aviation Administration (FAA) has a requirement for see and avoid for manned aircraft, and it is desired to obtain an equivalent level of safety for unmanned systems by using sense and avoid. Initial use of the desired system will be in support of ERMP Training requirements, but the system is expected to eventually expand to support the NAS training requirements of other platforms such as Shadow UAS. Currently, UAS does not have the required convenient access to the NAS, primarily due to the inability to comply with the see-and-avoid capability of manned aircraft as required by Federal Aviation Administration (FAA) regulation. The GBSAA system shall provide a ground-based means of detecting airborne traffic and provide the necessary intelligence to the UAS to mitigate or provide an alternate means of compliance to the FAA see and avoid regulations. The intent of PM UAS/PD USAIC is to seek ideas from industry that will provide near-term solutions to accomplish the purpose of the GBSAA system described in Para 1.1 of the attachment. In addition, it is the intent of the PD USAIC to begin execution of an acquisition strategy to award a contract for production of GBSAA systems in the FY11-FY12 timeframe. The UAS Project Manager and Department of Defense (DoD) recognize that the capability to Sense And Avoid (SAA) is a solution that must be effective against all other air traffic, whether or not they are cooperative (transponder-equipped) or non-cooperative, and under all weather conditions from Visual Meteorological Conditions (VMC) to Instrument Meteorological Conditions (IMC). Fully autonomous, pilot in-the-loop and pilot on-the-loop solutions will be considered, as well as varying levels of autonomy. Respondents should recognize that an individual GBSAA system is likely to be site-specific due to local Concepts of (UAS) Employment (CONEMP), the incorporation of sensors already available on site, and peculiar terrain. More detailed information regarding this Request for Information is provided in the attached document. The requested information is required by 27 September 2010, or 30 days after issuance of the Request For Information. Respondents to this RFI are invited to an Industry Day, which will be held on 13 September 2010 at the Embassy Suites hotel in Huntsville, AL. The event will begin at 0800, with the meeting portion beginning at 0830 and continuing until 1200. The Government will provide a briefing on the GBSAA program. Industry representatives will have an opportunity to submit questions in writing. The Government will respond to questions on Industry Day, and at a later day will release written responses to the questions which will be considered the official Government response, so that potential offerors who do not attend the event will have access to the information. Participation in this event is not mandatory. This event will be videotaped. All outputs of the event will be available upon request to the below Point of Contact after the conclusion of the event. Outputs will include, at a minimum, a copy of the USAIC GBSAA Briefing, copies of all questions and answers from the event, and a copy of the video of the event. As space will be limited to the first 60 people, interested parties are asked to pre-register for the event by providing the following information to Jennifer Perritt in an email at Jennifer.perritt@us.army.mil, and to follow up the electronic communication with a phone call to Jennifer at 256-876-5515 to verify receipt of the registration.
