Description
This is a presolicitation notice for an optimization project procuring bulk contractor owned contractor operated (COCO) fuel receipt, storage, and issue services and Government owned contractor operated (GOCO) operation and maintenance services for an existing retail ground fuel service station at Cape Canaveral Air Force Station (CCAFS). The bulk COCO will provide jet fuel (JP-8) and diesel (DS-2) and the service station provides unleaded gasoline (MUR), ethanol (E-85), and biodiesel (BDI) to the Department of Defense (DoD) and the National Aeronautics and Space Administration (NASA) activities. The Government will provide land free of contamination for the contractor’s bulk fuel operation. This bulk COCO facility will be built for bottom loading, have a storage capacity of 100,000 gallons of JP-8 and 20,000 gallons of DL-2 in a sufficient number of corrosion resistant above ground tanks to ensure fuel quality and settling times, be able to support vehicles up to 40 ft long 8 ft wide and 14 ft high weighing a maximum of 40 tons, and be capable of offloading two JP-8 commercial trucks and one DL-2 truck simultaneously. It will have filters for aviation fuel, equipment redundancy, lighting for 24/7 operation, auxiliary power, fire systems and equipment, and be built for easy access and traffic control. (These are minimum requirements). The retail service station (GOCO) is self-serve providing fuel for DoD, GSA, contractors, and an occasional NASA vehicle. The majority of vehicles serviced are standard sedan or utility truck size. The Government will provide the existing Air Force GOCO retail filling station for the Contractor’s use. Contractor personnel will normally be available 0700-1700 hours during weekdays. Government inventory systems will be used to account for Defense Working Capital Fund (DWCF) owned petroleum products under the contractors’ control. The contractor will perform all the fuel operations, inventory management, quality surveillance, organizational level maintenance, training, safety and environmental protection functions at the bulk COCO facility to be constructed by the contractor and the existing GOCO retail service station. The intent of this solicitation is to obtain contractor owned contractor operated (COCO) fuel receipt, storage, and issue services and Government owned contractor operated (GOCO) operation and maintenance services for an existing retail ground fuel service station at Cape Canaveral Air Force Station (CCAFS). The base period of performance will be March 1, 2011 through February 29, 2016, followed by three 5 year option periods. The Government anticipates issuing a Request for Proposal (RFP) for this procurement. The Government anticipates release of this RFP, SP0600-10-R-0528, on September 4, 2010. The solicitation will be solicited solely through Federal Business Opportunities (FedBiz Ops) website at www.fedbizopps.gov. Hard copies of the solicitation will not be available and special requests will not be fulfilled.
