Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotes (RFQ). Submit written offers (oral offers will not be accepted), on RFQ F2U3140224A001. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14 and Defense Acquisition Circular 91-13. This procurement is being issued as 100% set-aside for Small Business concerns. The North American Industry Classification System (NAICS) Code is 333911 and the size standard of 500 employees applies to this procurement. The requirement is to procure Power Prime Diesel Pump - Diesel Pump, purchase new Power Prime Pump, Model DV-150i with 6 inch suction flange and 6 inch discharge flange. 1 pair of floats (hi/lo) with 50 foot cord and connectors will be included as an option. Pump will be mounted on a trailer for transportation. 12V electric start with Control Panel. 24hr minimum capacity fuel tank. Brand name or equal products will be acceptable. FOB Destination to Luke Air Force Base, Arizona 85309. The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this acquisition. The evaluation will be based on low price, and technically acceptable offer. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and 52.212-3 Alt I, Offeror Representations and Certifictions-Commercial Items. The clause at FAR 52.212-5 (Dev), Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this solicitation. Specifically, the following clauses and provisions cited are applicable to this RFQ: 52.214-21, Descriptive Literature. The clause at DFARS 252.212-7001 (Dev), Contract Terms and Conditions Required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items, applies to this RFQ. Specifically, the following clauses, cited are applicable to this solicitation: DFARS 252.225- 7001, Buy American Act and Balance of Payment Program, DFARS 252.243-7001, Pricing of Contract Modifications, L-733 Commercial Items-Contract Terms and Conditions, L-734 Ombudsman. Clauses can be reviewed at http://farsite.hill.af.mil. To be eligible to receive an award resulting from this RFQ, contractor must be registered in the DoD Central Contractor Registration (CCR) database, NO EXCEPTIONS. To register, you may apply through the Internet at http://www.ccr.gov. All quotes must be valid for 30 days and emailed to michael.banks@luke.af.mil or faxed to (623) 856-3438 ATTN: SrA Michael Banks (623)856-7179 ext 244. The response due date is 2 September 10. Quotes are required to be received no later than 4:00 PM Local Arizona time (Please note Arizona does not observe daylight savings time), Thursday 2 September 2010.
