Description
The United States Department of Commerce, International Trade Administration, Import Administration and Office of Energy and Environmental Industries intendto award on a sole source basis, under the authority of Federal Acquisition Regulation (FAR) 6.302 Other Than Full and Open Competition to Bloomberg L.P. for online subscription services. For the monthly Executive Steel Summary provided to the Office of the Secretary, Import Administration must collect timely information for major steel companies. The Bloomberg online service provides the necessary net income, stock prices, historical and real-time financial information (for both domestic and foreign firms), production and price figures for steel companies and it ties this data to news events which are documented in Bloomberg. Bloomberg's online subscription service has been a dependable source of the necessary information Import Administration and International Trade Administration requires for its monthly reports to Office of the Secretary. The Bloomberg New Energy Finance subscription service will provide a unique source of global news, and data and analysis across all sectors of renewable energy, the global carbon markets, and energy efficiency, storage and digitization. The subscription-based services are supplemented by consulting, workshops, tailored data-mining and senior-level events. The New Energy Finance contains proprietary information that will allow the trade specialist in International Trade Administration/Office of Energy and Environmental Industries to provide analyses and profiles for their private sector clients and importantly, senior management in the Department of Commerce. The period of performance is for twelve months after the date of award. Vendors who believe they have the ability to provide the specified online subscription services are required to submit in writing an affirmative response demonstrating that they can meet the Government's requirements. The response must be sufficient to permit agency analysis to establish bona fide capability to meet the requirements. Failure to submit sufficient documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15 days after this publication. The POC is Shalisha Harris, Contract Specialist, Phone (301) 713 0838 x197, email shalisha.harris@noaa.gov. Submit written questions to Shalisha Harris no later than August 31, 2010. The closing date is September 10, 2010.
