- The Coatesville VA Medical Center 1400 Black Horse Hill Road, Coatesville, PA intends to award this Contract for Echocardiogram Interpretation Services. This solicitation will be available on August 27, 2010. INTERPRETATION OF ECHOCARDIOGRAMS A. Contractor shall provide competent, timely, and quality Echocardiogram interpretations for all patient studies referred by the VA Medical Center, Coatesville, Pennsylvania, in the performance of contract requirements. B. Contractor shall provide the same professional level of care to VA patients and/or beneficiaries as to any other patient under his/her care. The contractor will provide for the complete performance of all of the professional aspects of echocardiogram interpretation services requested. C. Contractor must manage in a collaborative environment with providers at the VA Medical Center (VAMC), Coatesville, Pennsylvania, with respect to the contractor's physician communicating critical findings by phone to the appropriate VA staff. D. Payment to the Contractor shall be made monthly, in arrears, upon receipt of a properly prepared invoice. E. The interpretations will be performed at the contractor's facility. Services will include, but are not limited to: 1.The complete performance of the professional aspects of the echocardiogram procedures. This includes providing all supplies, equipment, personnel, and services necessary to interpret echocardiogram studies for the Coatesville VA Medical Center. VCR tapes containing the echocardiogram studies will be delivered to the contractor. 2.The contractor shall provide a final typewritten report to the Coatesville Diagnostic Services within forty-eight hours of receiving the tape with the echocardiogram study. 3.All tapes will be returned to the Coatesville VA Medical Center along with the original, signed echocardiogram reports. All echocardiogram reports will become the property of the Department of Veterans Affairs. F. Routine Echocardiogram interpretation results should be returned to the Coatesville VA Medical Center within forty-eight hours of receiving the VCR tape of the study. G. Urgent/STAT Echocardiogram final interpretation wet-read results are called to the ordering provider within four hours of VCR delivery; hard copy results should be returned within 24 hours of receiving the VCR tape of the study. H. The supervisory diagnostic technologist will serve as the professional contact. The VAMC Diagnostic Services clerk will serve as the administrative contact for reports and invoices. I. Staff certifications shall be provided prior to contract award. Cardiologist(s) shall be board certified in Cardiology and maintain proficiency in echocardiogram interpretations, a minimum of 25 per month. J. The Government may evaluate the quality of professional and administrative services provided, but retains no control over the medical, professional aspects of services rendered (e.g., professional judgments, diagnosis for specific medical treatment), in accordance with FAR 37.401(b). K. The contractor must be able to electronically correct patient records to ensure patient privacy and security. Handwritten corrected reports will not be accepted.
