- The Commander U.S. Army Information Systems Engineering Command (USAISEC) intends to issue a sole-source procurement action with Rohde and Schwarz Receivers for two portable receivers. This requirement is conducted under FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy the Requirement. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. Firms who want to challenge the sole source must submit an interest letter that demonstrates your firm's ability to provide an equivalent supply as described below. Interested parties must provide rationale as to why they should be considered. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The CECOM Contracting Center will not reimburse for any costs connected with providing the capability information. Must be portable for remote surveys and noise source identification. Must have a user interface and LCD screen able to display a Waterfall chart. Must have Network Ethernet port with Remote control SCPI protocol. Must be able to transfer measured data via the LAN interface. Must be able to transfer up to 500kHz bandwidth of demodulated I/Q data via the LAN interface. Must have Internal Recording capabilities that can store measured data to RAM or at least 4GB Memory device. Must have capability to record an instantaneous Panoramic scan of a minimum 10 MHz RF bandwidth at 2GHz per second Must have a range of at least 9KHz to 7.5 GHz. Must have battery to support minimum 4 hours operating time. Must have weight with battery less than 3.6 kg. Must have automatic pre-selection to reduce the total signal load at the antenna input and to improve each of the following; LO re-radiation, 2nd order intercept point, Noise figure NF, IF rejection, and Image rejection. Must have an Active directional antenna capable to operate in the 20MHz to 7500MHz range. Must have a protective carrying bag and a carrying holster chest harness.
