Description
The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office intends to procure the Quantum Scalar i6000 LTO Tape Library hardware and software, including maintenance support for the Navy Personnel Command, Millington, TN. The proposed procurement is being processed on a brand name basis pursuant to section 4202 of Clinger-Cohen Act of 1996, as implemented by FAR 13.501(a), 10 U.S.C. 2304(c) (1), One source or limited source. The proposed action will result will result in a firm fixed price purchase order. Resultant contract will be awarded to any reseller authorized to sell the Quantum brand. Quantum is the only manufacturer that can satisfy the Government ™s minimum needs. The existing production solution at the Millington primary site is a Quantum brand LTO Tape Library backup unit. The Quantum brand device at the TBD COOP site is required to ensure that there are no hardware or software compatibility issues associated with using another brand type other than Quantum. Using the Quantum brand device will ensure the integrity of the data is maintained and all data backup and restoration processes are seamless. The required brand specific hardware is consistent and compatible with existing hardware maintained by the Navy Personnel Command (NPC) Information Technology staff. Replacing with a brand other than Quantum would require a complete system re-engineering support which is not within the cost and scope of this project. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, responses should be submitted in writing to FISC Norfolk Contracting Department, Philadelphia Office, Attn: Christine Shockley, 700 Robbins Ave., Bldg. 2B, Philadelphia, PA 19111 or via e-mail to Christine.Shockley@navy.mil. Numbered Note 22 applies. The NAICS code is 334112 and the Small Business Standard is 1,000. This requirement will be procured pursuant to FAR 13.5 Test Program for Certain Commercial Items.
