- NOTICE OF INTENT TO AWARD The 802d Contracting Squadron intends to issue a sole source firm fixed priced purchase order to USA Mobility Wireless Inc, 6677 Richmond HWY, Alexandria, VA 22306-6677, for the renewal of pager services on BPA W91RUS06A0009. The period of performance is 1 October 10 thru 30 September 2011. The justification for this sole source procurement is that the USA Mobility Wireless, Inc is the current provider under this BPA that support over 1800 + units. It is to the advantage to of the Government to continue the service for another year, rather than to change out these 1800 units for medical personnel. The statutory authority permitting other-than-full-and-open competition is 41 U.S.C., 253(c) (1): FAR 6.302-Only one responsible source at this time will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. Requirements of this renewal are: Period Devices Service provided for POP: 1 October 2010 thru 30 September 2011 12 Months 1800 Each Text Messaging, Statewide Coverage, Unlimited Calls/month 12 Months 22 Each Text Messaging, Nationwide Coverage, Unlimited Calls/month 12 Months 150 Each Lost Equipment (Alpha/Pagers) 12 Months 20 Each Additional Spares (110 on-site spares) 12 Months 1800 Each Federal Universal Service Fee (Statewide Coverage) 12 Months 22 Each Federal Universal Service Fee (Nationwide Coverage) 12 Months Billing Administration Fee A determination by the Government not to compete this proposed contract will be based on responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for informational purposes. This procurement is not set-aside for small business and the intent of this procurement is to award based on present Sole Source BPA requirement. The proposed contract action is for commercial items which the Government intends to solicit and negotiate with only one source under authority of FAR subpart 27.4. The anticipated award date is 1 Oct 2010. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36 and DFARS Change Notice 20090825, Standard Industrial Code 3663, North American Industry Classification System Code 517210 and Size Standard of 1500 apply to this procurement.
