Description
SOW This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). Submit only written quotations for RFQ FA4800-10-Q-MH01. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-21. This acquisition is 100% set-aside for Small Business. The associated NAICS code is 334290 with a 750 employees size standard. This RFQ contains 09 lines item. The line item description is as follows: CLIN 0001 Master Workstation (comprised of two components - a computer and a master controller) including Windows based Pentium PC with graphical user interface, 5 watt RF output, and Radio frequency is narrow band. Channel spacing is 12.5 kHz; master controller takes commands from the computer and transmits them to the remote bird deterrent units. The master controller measures 9" x 12" x 3" and is situated below the computer monitor; Qty: 1 EACH. CLIN 0002 Windows Based Software Qty: 1 EACH. CLIN 0003 The hand held transmitter allows the system to be activated from anywhere on the airfield. It is rechargeable and capable of controlling individual units or groups of units without restriction. The transmitter is rugged, reliable, and has excellent RF specifications. It is synthesized programmable, power out put is selectable, and narrow band (12.5 kHz) channel spacings are used Qty: 3 EACH CLIN 0004 20ft, 3 dB gain fiberglass antenna transmits radio data to all remote bird deterrent units located on the airfield Qty: 1 EACH CLIN 0005 The remote bird deterrent units require no outside power source, they are portable, weather proof, and secure from tampering. Each unit is completely self contained. All associated components are mounted on the same unit. The housing for the remote bird deterrent unit is a 16 gauge galvanized steel box measuring approximately 3' x 2' x 3'. The cabinet is painted safety yellow. Fully loaded, the unit weighs approximately 180 pounds. The unit easily becomes a portable 90 pounds by removing the propane cylinder and 12 volt battery. Components of the Remote Bird Deterrent Unit are: • Scare-Away Model M8 Multi-Bang LP Gas Cannon • Rotomat Rotating Platform • Synthesized VHF or UHF radio receiver • 12 volt deep cycle battery • 30 watt solar panel and regulator • Five gallon LP gas cylinder • Solenoid valve • Locking door handles and carrying handles Qty: 8 EACH CLIN 0006 Remote unit with Distress Caller, Includes all features of Remote Bird Deterrent Unit plus Bird Gard Distress Cry Generator. A 200 watt amplifier powers the distress cries through 20 speakers on a 7" x 7" x 14" 360Espeaker tower. A series of eight distress cries begins as soon as the remote bird deterrent unit is activated and can be played selectively or randomly Qty: 8 EACH CLIN 0007 LP Gas Cannon Remote Bird Unit Lighting Qty: 16 EACH CLIN 0008 6-Year Quarterly Maintenance Service with system installation, training, and operational manual. A certified Company technician to perform quarterly maintenance inspections on the System at Langley Air Force Base for a six year period. The inspection includes, but is not limited to, the following: Master Workstation and Hand Held Transmitters Verify proper operation.  Remote Bird Deterrent Units:  Check remote radios for frequency drift and overall performance.  Load test solar panels for proper output.  Verify charging regulator operation.  Battery inspection.  Check hoses and solenoid valve for leaks or corrosion.  Check fuses and wiring. Scare Away LP Gas Cannons:  Check all components in mechanical assembly.  Check sparking assembly.  Check Rotomat rotating platforms for loose or worn parts.  Lubricate cannons and Rotomats.  Check LP gas cylinders and refill as required. Distress Cry Generators:  Check all components for proper operation.  Check fuses and wiring Qty: 6 EACH CLIN 0009 3-Year Extended Warranty Three year extended warranty service on parts and labor Qty: 3 EACH. End Item Description. Item identified above is manufactured by "Scare Wars" Reed-Joseph International. Submittal of "Or Equal" items are allowed under this solicitation. When quoting an "or equal" item, offeror must submit all descriptive literature, specifications, catalogs, etc., along with their quotation, necessary to meet the requirements of this solicitation to be eligible for award. FOB point is Destination. The required delivery date is 90 Days After Date of Contract (ADC). PROVISIONS/CLAUSES. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Item, applies to this acquisition. The provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this solicitation and the offeror must include a completed copy of this provision with their proposal.
