- NASA Manufacturing Technology Transfer Center, Request for Information (RFI)The Eastern NASA Manufacturing Technology Transfer Center (E-NMTTC) provides training forGSFC and non-GSFC personnel on Workmanship Standards. Honeywell Technology SolutionsInc., a subcontractor to ManTech International, operates the training Center. TheE-NMTTC offers the Workmanship and ESD Control certification classes for NASA requiredstandards, which are defined in NPD 8730.5. As new standards are added to NPD 8730.5,new classes must be developed and offered by the E-NMTTC. The E-NMTTC also providesinformational courses where there is a recurring GSFC need as well as certification-levelcourses which are GSFC Center-specific. The purpose of this solicitation is to gatherinformation to decide if the E-MMTTC should be a separate contract from the Safety andMission Assurance Services follow-on contract.In your response, please address how youpropose that the training center be set-up as a separate contract, and the positives,negatives and the risks of separating the two. The Government will use the information provided as recommendations that will lead theGovernment to develop a comprehensive procurement strategy. Any information used willbe on a non-attribution basis.Restrictions that would limit the Governments ability touse the information for these purposes are of limited value to the Government and arediscouraged.This RFI is for information and planning purposes and is not to be construed as acommitment by the Government nor will the Government pay for information solicited.Respondents will not receive feedback on the information obtained through this RFIprocess.RFI Responses must be directed to the point of contact listed below and submitted nolater than September 10, 2010.
