Description
NASA/GSFC has a requirement for Heavy-Ion Single Event Effect (SEE) testing ofmicroelectronics, photonics, and materials. NASA intends to utilize a heavy ionirradiation facility for radiation effects research for space flight applications.NASA/GSFC intends to purchase the items from Texas A&M University Cyclotron Facility(TAMU). The TAMU facility meets several specific requirements that will allow accuratetesting to be peformed.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Janicea McCree at301-286-9159 OR Janicea.L.McCree@nasa.gov, notlater than 4:30 p.m. eastern time September 6, 2010. Such capabilities/qualificationswill be evaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
