FEDBIZOPPS ANNOUNCEMENT: PRESOLICITATION NOTICE ACTION CODE: Pre-solicitation Notice CLASSIFICATION CODE AND TITLE: 25 - Vehicular Equipment Components SUBJECT: Prototype for Smart Seat Belts for Recreational Off-Highway Vehicles (ROV's) SOLICITATION NUMBER: D10PS18539 RESPONSE DATE: August 26, 2010 ARCHIVE DATE: August 26, 2011 CONTACT POINTS: Nancy S. Williams, Contract Specialist, nancy.williams@aqd.nbc.gov; Anita Tolliver, Contracting Officer, anita.tolliver@aqd.nbc.gov DESCRIPTION: The U.S. Department of the Interior, National Business Center, Acquisition Services Directorate (AQD) on behalf of the U.S. Consumer Product Safety Commission (CPSC) intends to issue a Request for Quote (RFQ) to solicit Contractor support for the design and development of a Smart Seat Belt System for Recreational Off-Highway Vehicles (ROVs). The requirements are to design and demonstrate a prototype Smart Seat Belt System that will limit a ROV's speed to a range of 12 - 15 mph when the seat belt in any occupied seat is not properly buckled. The successful offeror will be provided with a sample ROV for use with the prototype seat belt system. The period of performance will be for a period of six (6) months. The Request for Quote is for the potential award of a single Purchase Order. The solicitation will be a Non-Commercial Item Acquisition conducted under FAR Part 13.3-Simplified Acquisition Methods. The NAICS code for this requirement is 336399-All Other Motor Vehicle Parts Manufacturing with a size standard of 750. This acquisition is being competed as full and open competition on an unrestricted basis. All interested parties may submit a quote. The competitive RFQ, any RFQ amendments and all questions and answers related to this procurement will be made available via the Internet at http://www.aqd.nbc.gov/solicitations under RFQ number D10PS18539. The solicitation, RFQ, is anticipated for release to the vendor community on or about August 31, 2010 and will only be available via the Internet at the above website. Potential Offerors are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant Purchase Order. In order to accommodate questions, potential Offerors will be able to submit questions, which will be due within five (5) calendar days of release of the RFQ. All answers to the questions submitted will be posted as an amendment to the solicitation at the aforementioned website. More information will be available in the solicitation.
