- SOLICITATION NO. 30181AQ422 - SUPPLY: SAND PRAIRIE SEED MIX,U.S. FISH & WILDLIFE SERVICE (REGION 3), FORT SNELLING, MINNESOTA (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued (ii) The solicitation number is 30181AQ422 and is issued as a request for quotation (RFQ) per FAR Part 13. Background for Seed Origin 2.1 Upper Mississippi River National Wildlife and Fish Refuge contains many different types of landscapes, offering a diversity of habitats to various species. One such landscape that has been lost due to human development into structures and agriculture are the prairies that use to inhabit the river valley. Sand prairies were found not only among the bluff tops, commonly referred to as goat prairies, but also in areas where sand was deposited and terraced up within the river valley floor. Brice Prairie, located in the Town of Onalaska, Wisconsin, is such a place where the substrate is sandy and at one time housed many sand prairie species. Currently there are two locations on Brice Prairie in need of restoration into sand prairie. There is a total of 55 acres needing native seed for planting, broken into 2 sites located in LaCrosse County, Wisconsin. The first site is 53 acres, located on the new office/visitor center tract (Mathy tract) of land interior of Brice Prairie located in the town of Onalaska, Wisconsin. The other is a 2 acre parcel (Wright tract) recently purchased along the Wisconsin State's Great River Bike Trail, toward the north end of Brice Prairie (vii) All seeds are to be delivered by 15 October 2010; coordination of delivery will be arranged with Point of Contact. Any alterations for delivery date need to be approved by Point of Contact. (viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and addenda to the provision includes all quotes to be in English and priced in U.S. dollars. Bidders will submit a list of the species, and seed origin for each species. Only seeds originating within local area should be offered. Substitutions must be noted. Purple coneflowers are not acceptable. (ix) The award for this acquisition will be based on lowest price. Multiple awards maybe made. (x) Offerors shall complete and include one completed copy of the FAR provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer or complete ORCA online at https://orca.bpn.gov (xi) FAR Clause 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.
