- PURPOSE OF THIS REQUEST FOR INFORMATION (RFI) This notice constitutes a Request for Information (RFI) as contemplated by FAR 10.002(b)(2)(iii) and (v). INTRODUCTION: NNSA is seeking information from industry regarding an acquisition strategy for the Sandia National Laboratories (SNL) Management and Operating (M&O) contract (DE-AC04-94AL85000). NNSA is reviewing a contracting strategy that either competes the contract upon expiration or extends the contract non-competitively, and provides for more effective and efficient operations at (SNL). NNSA's vision is for an integrated Nuclear Security Enterprise (NSE) operating an efficient and agile nuclear weapons complex, recognized as preeminent in technical leadership and program management. The objectives of NNSA's acquisition strategy for SNL include: (1) improving performance in the completion of national security missions currently within the SNL mission profile; (2) reducing the cost of performing work; and, (3) requiring actions that support operation as an integrated NNSA enterprise. The current contract expires on September 30, 2012, and industry input is of significant interest to NNSA as the acquisition strategy is developed. SPECIFIC AREAS OF INTEREST: More specifically, NNSA is seeking input on how industry would offer new and innovative approaches to management and significant performance improvement to: 1. Strengthen the status as a pre-eminent Engineering Laboratory that performs all phases of engineering and product design, development, and testing for nuclear weapons, including the continuing recruitment and retention of critical skills. 2. Continue to evolve support to broader National Security missions in a way complementary to the nuclear weapons mission. 3. Strengthen the partnering relationship with the NNSA by fully supporting and evolving the NNSA Operating Principles located at: http://www.doeal.gov/MOContracts/docs/OperatingPrinciples.pdf. 4. Provide rigor and transparency in cost management of program activities, while reducing overall costs. 5. Be recognized by NNSA and other M&O contractors as a leader in efforts to integrate the NSE to provide better enterprise performance. 6. Meet customer expectations in support functions, addressing safety and quality (including weapons quality) performance in particular. NNSA is also seeking input from industry on the likelihood that they would compete for a follow-on contract to the current Sandia National Laboratories contract. NNSA also requests industry input on any physical, financial, legal or technological barriers to competition or other risks to your company that NNSA should consider in planning for a possible competition. SUBMITTAL INSTRUCTIONS: 1. FAR 52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: obtaining information to assist the National Nuclear Security Administration in developing a contracting strategy for Sandia National Laboratories. (End of Clause) 2. All proprietary material in the submission package shall be clearly identified and will be treated in the strictest confidence. 3. This RFI is issued solely for information and planning purposes and does not constitute a request for proposal. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI, and responses to this RFI will not be returned. 4. This is a Request for Information (RFI) and not a Request for Proposal (RFP). Therefore the Government makes no guarantees that a RFP for your capability will be issued at a later date. 5. Written responses to this RFI addressing the items above (new and innovative approaches, experience, current capabilities), are limited to 20 pages and should be submitted to Steve Sandager, Contracting Officer, via e-mail at ssandager@doeal.gov no later than 5:00 p.m. MDT, September 16, 2010.
