Description
This is a combined solicitation synopsis. No other solicitation is available. This announcement constitutes the only solicitation. The requiring office is the Bureau of Alcohol, Tobacco, Firearms and Explosives, herein referred to as (ATF) ATF Explosives Technology Branch. The requirements consist of the Retrofitting of 5 (five) conventionally (OEM) equipped Ford, model F-350 diesel-powered pickup trucks for the Arson and Explosive Office. The Following items must all be supplied by the contractor. A detail listing of the below items must be submitted with the final proposal. Statement of Work Specifications and Scope: The following specifications outline the minimum requirements for a custom retrofitted to 5 (five) conventionally (OEM) equipped Ford, F-350 diesel-powered pickup trucks to be utilized by the Explosives Technology Branch, Bureau of Alcohol, Tobacco, Firearms and Explosives. The vehicle will be utilized in critical technical operations and must be constructed for its intended use. While all efforts have been made to fully detail the construction materials, methods and equipment required to accomplish this task, it remains the vendor's responsibility to propose components that will provide maximum performance, service life and safety and not just meet the a minimum requirement. Any item necessary for the normal and intended use of the vehicle will be supplied by the vendor even if it is not fully detailed by the specifications. The agency will make available to the successful bidder one Ford F-350 vehicle that has been completed for inspection and to clarify any areas of inquiry or specification. Only venders actively engaged in the conversion, manufacturing and sale of custom law enforcement or public safety emergency response vehicles or vehicles very similar to the one specified in this bid and with extensive experience with the emergency services requirements shall be considered. The manufacturer must be able to provide proof of manufacturing similar vehicles for a minimum of 10 years under the same ownership/corporation to be considered. The vender must be represented by a factory direct sales employee with a minimum of 10 years experience in the field of custom law enforcement or public safety emergency response vehicles and equipment. Part time or independent representatives representing multiple lines will not be acceptable. Bidder must supply a minimum of 5 agency references for whom the vender has built and delivered similar units of the same construction. In addition, a minimum of 2 references matching the above criteria must be in service for a minimum of 5 years to evaluate the longevity and service history. All references must contain: Agency Name and Full Address Project description Agency or Contact Point with Telephone Number References from private individuals or companies that are not directly involved in the law enforcement emergency services will not be accepted. Bid will be awarded based on technical experience of vendor with best value for the cost, and vendor's history of production performance and quality of workmanship. The vehicle modifications shall consist of and for the purpose of this contract are limited to: MAJOR STRUCTURE MODIFICATIONS - Removal of OEM truck bed, hitch and bumper assemblies Installation of Stahl truck bed body Stahl custom bumper mated with Stahl bed body which includes an integral Stahl Class V hitch A.R.E. steel cap Extendo-Bed and sub-mounting support Rear Suspension Upgrade (air lift bags) Tubular, exterior step boards with non-slip inserts or similar skid resistant surfaces, tubes powder-coated black. General -- Any OEM vehicle accessories such as jack, jack handles and other such equipment will be removed from their storage positions before work is begun, if the work involves enclosing those parts and accessories. These accessories will remain with each vehicle. Interior trim panels and exterior surfaces (with the exception of the OEM bed) shall remain in place and not be damaged while the conversion is under construction. All exterior add-on hardware connectors and fasteners will be stainless steel and their drilled entry holes will be pre-filled with silicone seal, MTV, or similar durable sealant. Credit for OEM Parts and Subassemblies to be removed - Contractor shall, in their proposal, identify all OEM parts and subassemblies that will be removed and replaced by other aftermarket parts and subassemblies (OEM bed, trailer hitch, center console/flip seat and other assemblies) and establish a value for same for resale, disposal or barter by the contractor to the benefit of the government. Stahl truck bed body - Contractor will install a Stahl truck bed body with external storage compartments, with custom options and specifications, as specified in a previous quote to ATF Explosives Technology Branch, and supplied as Model GL-101-48.5, specific to the year and model of Ford F-350 identified in this SOW. This Stahl bed body includes the Stahl custom bumper and integrated DOT Class V hitch, placing the OEM bumper assembly. Bed body will be painted to match OEM color using OEM paint codes (primed, painted and clear coated inside and out). Stahl Class V Hitch/Trailer Package - Contractor shall install on each vehicle a Stahl DOT Class V trailer hitch (Stahl part number 142564) which is integral to the Stahl custom rear bumper assembly. Contractor will also install and connect trailer wiring jack to contemporary US standards, an electronic brake controller for a two-axle trailer, and install an extension to the OEM trailer electrical jack and install/mount the jack at a location within reasonable immediate proximity to the trailer hitch receiver and in a manner to preclude damage from high ground, curbs and road surfaces. Contractor will supply, in hard copy and/or digital format, a complete wiring diagram and schematic of all non-OEM wiring that is installed or modified. This will be presented at time of final inspection and testing for acceptance. A.R.E. Steel Cap - Contractor will install an A.R.E. barn door steel cap, with custom options and specifications, as specified in A.R.E. quote to ATF Explosives Technology Branch. Cap and all other exterior aspects will be painted to match OEM color using OEM paint codes. In reference, the current cap configuration is listed by A.R.E. as: D199-26, Ford SD W/O Step RC LB DCU 26", and can be referenced with a previous acquisition under serial number N1650568. This must be confirmed as type-applicable to the model year of the vehicles being converted. Compartment Lighting -- A switchable white light (incandescent or LED) shall be mounted in each compartment of the Stahl truck bed. Each light shall have independent switching control located inside of the compartment and the light fixture will be activated by opening that specific door. A multi-LED, white in color, longitudinal array (string) will be installed on each side of the cap at the joining of the side panels and roof and will be controlled by independent switching control located inside of the compartment. Extendo Bed - A specific ETB-design "bomb squad" Extendo Bed brand pull-out cargo storage and access system will be installed in the precise center of the Stahl custom truck bed. The mounting bolts for the Extendo-Bed, those nearest the cab, will be reinforced with either one piece of steel bar stock or with separate steel squares, installed perpendicular to the length of the vehicle. Photographs of previous iterations of this installation will be provided. This model ExtendoBed is illustrated by the company under their Proposal # to the Bureau of ATF, Explosives Technology Branch. Air Lift Bags for Rear Suspension -- Suspension - A US-made, name-brand (to be specified by bidder) air bag lift system shall be installed on the rear suspension of the vehicle to even out the vehicle pitch when towing and to manage carrying a heavy interior load. This system will have in-cab controls and mechanical analog gauges to control and manage the amount of pressure in the leveling bags from the driver's position. Location and position of the air compressor can be determined and confirmed prior to the installation of the air lift system. Tubular, exterior step boards - Contractor shall install stainless steel exterior running tubes on both sides of vehicle with non-slip inserts or similar skid resistant surfaces, with the tubes powder-coated black. Installed product will meet or exceed the specifications for Ford OEM current model year product. All of the forgoing specifications are consistent with other similar response vehicles in service with the Explosives Technology Branch. Standardization of equipment supporting operations is key to the efficiency and interoperability of the Branch and deviation from the specifications is not possible. ENGINE AND ELECTRICAL MODICATIONS: Accessory Battery and Accessory Circuit Isolation - The accessory circuits and connections will be connected to the vehicle charging system via a fused isolator wired to keep all accessories isolated from the vehicle starting systems. All accessories shall operate from this additional battery on a separately protected circuit, using a resettable circuit breaker of sufficient capacity to handle the potential loads. If the OEM design does not include a secondary battery under the hood one will be installed with the previously noted wiring using a battery that matches the OEM Ford battery. Ignition Override - An ignition override switch shall be mounted on the control console to permit the ignition key to be removed, with the vehicle locked, and the engine to remain running. Accessory Power Points - Two fused 12 volt power outlets (standard US cigarette lighter type) shall be mounted in the front aftermarket control console. Two additional fused 12 volt power outlets (standard US cigarette lighter type) will be discreetly mounted at each rear side door vehicle passenger compartment, and one in the rear-most right hand (passenger) side within the last storage compartment of the Stahl custom bed of the vehicle. The latter will be ‘potted' with RTV or similar sealant. 120-VOLT ELECTRICAL SYSTEM MODIFICATIONS: Power Inverter - One 2500 watt frequency-stable 12-volt to120-volt inverter will be installed and permanently mounted beneath the right rear (passenger side) seat. The inverter shall be wired to the battery system with the appropriate size cable with an on-off switch installed in the control area of the vehicle. The ground/neutral will be hardwired as opposed to using the chassis and frame for this purpose. 120-Volt Outlets - One Hubbell marine (or equal) 15 amp GFCI straight blade, weatherproof, dual receptacle outlet shall be mounted within the rear-most right (passenger) side within the last storage compartment of the Stahl custom bed of the vehicle. An additional 120 volt outlet will be wired directly to the inverter with one multi outlet strip with circuit breaker with a minimum four foot cord for equipment charging in the rear seat area. The reverse side of the outlet strip will have Velcro (or similar) ‘hook' attached to the back to permit movement of the power strip and attachments to the pile floor carpeting. All wiring shall be completed to current NEC standards and durable for use in motor vehicles. CAB INTERIOR: Console -- A 12" wide front control console, black or gray in color, shall be installed between the front seats. Power control and switching for accessories shall be controlled through a 7 function switch control box with rocker switches and illuminated legends. The remaining area on the console will be for control head siren/PA unit. (See Communications) Two microphone mounts will be installed, one on either side, for the radio and PA microphones. A provision for two cup holders of a common size will be provided in or attached to the console in a location and manner as to be durable and not interfere with the operation of the vehicle or the console controls. Power systems used within the console will be with OEM plugs, plug-in harnesses with GXL function coded wiring every 4". A padded left (driver) arm rest will be securely installed on the rearmost aspect of the console frame and be situated for use by the driver. (Detailed mechanical drawing and electrical schematic must be submitted for approval before a contract and order are issued.) Harness system -- There shall be a custom console and harness assembly specific to the vehicle that shall be routed throughout the vehicle including OEM factory specification plugs and connectors. This harness shall be designed so all vehicles are produced exactly the same with all connectors and routing consistent throughout every vehicle. Common ground locations shall be used and be consistent in all vehicles. The entire electrical system shall conform to SAE J1292 requirements by using GXL wire in a variety of colors function coded every 4" to the function of the specific circuit. All wiring including grounds shall be rated to carry a minimum of 125% of the maximum amperage load for which the circuit is rated and shall be routed in a conduit or high temperature loom capable of withstanding 300 degrees F. When wiring harnesses are supplied by a component manufacturer the wire supplied shall be acceptable for the length of the component harness. All splices made by the vendor during construction/wiring of the vehicle must utilize either soldered and heat shrink connections or a commercially produced heat activated self sealing connector that is weatherproof. No connection shall be buried within a harness or conduit where it cannot be accessed for troubleshooting. There shall be no splices or connectors within any harness and wherever a harness passes from the exterior to interior or vice-versa, a liquid-tight conduit connector shall be utilized to maximize waterproof ability. "Grommets" and silicone or similar sealants will not be acceptable. A CAD drawn, as-built wiring schematic shall be included and supplied with each vehicle at delivery outlining connection points and routing throughout the vehicle. Functional Gun Safe - A separate discreet compartment shall be installed within rear passenger area of a type IAW current ATF policy which shall serve as a secured location for the storage of one handgun. The location and type of gun box can be determined after issuance of a contract. Location must be discreet and as far as practical not restrict entry/egress for the rear passenger area. This compartment shall have a suitable high security lock and will be installed with at least 4 stainless steel carriage bolts with the rounded heads beneath the chassis and through the floor of the vehicle. The subsequent threaded portions within the gun safe will have double nuts and compression lock washers. Cab Interior Lighting - White dome lights shall be mounted in the front for additional cab lighting, over each front seat. This light shall have independent switching control and may have a switchable circuit for red/white lighting. Interior Lighting - High intensity LED flood lights shall be mounted inside of the vehicle at the rear doors to illuminate work areas in and around the doors. These lights shall be equipped with a momentary contact switch which shall cancel the light and open the circuit when not needed. There shall be additional lighting to illuminate the areas around the vehicle by the side and rear doors. Ambulance style pan lights shall be installed in the interior ceiling to illuminate the interior cabinetry and shall be wired to the factory interior courtesy light circuit and all doors. (Detailed drawing must be submitted for approval before a contract and order are issued.) OVERALL VEHICLE SECURITY: Keyless Entry and Security System -- A compatible aftermarket electronic security system (currently available for sale as first quality merchandise and not discontinued) with an audible siren and appropriate sensors shall be installed and added to existing OEM alarm system, or, a compatible system that fully duplicates all OEM keyless entry/start systems and add electronic sensors and security controls may be substituted. Each external storage compartment in the Stahl custom bed and the rear and side access doors of the A.R.E. cap will be protected by a plastic encased magnetic reed switch, with any exposed terminals or bare wire covered with RTV or similar sealant. This security system will include an audible electronic siren (separate from any emergency response equipment), light flasher, starter interrupt and a shock sensor near the dash area to detect impact and breaking glass. All alarm system components will be installed in a location and manner to make non-user access or neutralization from the outside significantly difficult. EMERGENCY RESPONSE WARNING LIGHTING AND SIREN: All emergency lighting and equipment shall be mounted in a manner which will reasonably obscure them from view so the vehicle will not overtly appear as an emergency vehicle but still remain functional when energized. Windshield Emergency Lights -- Two low profile high-intensity LED headliner arrays with one displaying red the other blue when activated shall be installed at the upper edge of the headliner at the windshield, to the left and right of the OEM rear view mirror location. These will be wired together as one lighting unit and shall be controlled via a single switch in the driver's console. A lighted legend or indicator will indicate when the unit is energized. Placement of the color (red/blue) shall be in accordance with US DOT standards. Grille Lights -- Two high intensity LED lights shall be securely mounted behind or in front of the vehicle grille work - one red, one blue. Placement of the color shall be in accordance with existing standards from US DOT. These lights shall be controlled via switching in the front console and a lighted legend shall indicate when the units are energized. Intersection Surface-Mount LED Arrays - High intensity blue LED arrays, which appear to be clear and colorless when not energized, will be installed on forward-most aspect the front fenders in a manner to not obstruct or hinder the function of OEM side fender lighting. These lights shall be controlled by a single switch in the front console and a lighted legend for "rear emergency lighting" (or similar) will indicate when the lights are energized. Similar surface mount high intensity blue LED arrays, which appear to be clear and colorless when not energized, will be mounted in a vertical position on the leading column of the A.R.E. cap and controlled by the same "rear emergency lighting" switch. Rear LED Safety Flashers - Two high-intensity LED units with dual lights or four units displaying alternating red and blue, but normally appearing as clear lenses when not energized, shall be installed on the upper aspect of the exterior of the A.R.E. cap above the doors and be directed outward and shall activate when the rear emergency lighting has been activated from the cab console with the "rear emergency lighting" switch. Rear Floods - Two, white light, halogen flood lights shall be recess mounted on the rear bumper and be operational and energized with the rear backup lights as well as the rear doors and wired to a momentary contact cancel switch. These white work flood lights will also be wired into a wig-wag flasher module and controllable from the driver's console as part of the rear emergency lighting array and shall activate when the "rear emergency lighting" has been activated from the cab console. Siren - A 200 watt multi-tone siren control head shall be installed in the console in the cab. The control head shall be wired to two 100 watt black siren speakers, which shall be mounted in or below the OEM front grille of the vehicle. COMMUNICATION EQUIPMENT: Communications radio - Vendor shall install and supply power wiring for one Motorola transceiver system, type-specified and supplied by customer, in the cab area. A dual use disguised antenna shall be installed and wired to replace the OEM AM-FM antenna on the front fender, type to be specified by customer. REAR-VIEW LCD CAMERA SYSTEM: Contractor will remove the OEM rear view mirror from the inside of the windshield. In place of the mirror assembly a color LCD screen will be mounted between the two headliner emergency LED arrays. The LCD screen will be hard wired to a video camera mounted above the rear doors and be adjustable for elevation and depression. The camera and LCD display will be wired to an independent on/off function switch accessible to the driver. CONCLUSION AND SUMMARY: All of the forgoing specifications are consistent with other similar response vehicles in service with the Bureau of ATF, Explosives Technology Branch. Standardization of equipment and operations is key to the efficiency of the Branch and deviation from the specifications is not possible. Location of work performance - All work to be performed by the vendor at an established business location within a 250 mile driving distance from agency headquarters at 99 New York Avenue NE, Washington, DC 20226. Once delivered to vendor, any loss, theft or damage that occurs to subject vehicles will be the responsibility of the vendor. Use and operation of vehicles On Public Roadways - Contractor will obtain specific authorization to move any government vehicles involved from/to anywhere except within the location of the contractor's place of business to which the vehicles are delivered and which will be specified for all work to be performed. Production Time: Completion time is of the essence. All work on five (5) vehicles will be completed on entire contract not later than 8 weeks after delivery of vehicles to contractor and all drawings, and production plans are approved and in the vendor's possession. Delays caused by second party specified vendors that are supplying required equipment and accessories must be documented and proof of the delay made available. At the conclusion of the production period all vehicles will be subjected to rigorous testing and inspection at the vender's place of business prior to acceptance. There will be NO EXCEPTIONS to this requirement. Delivery/removal of vehicles - Vendor will provide for the transport of the five (5) vehicles from Beltsville, Maryland to the vendor's place of business. Upon the conclusion of the retrofit/conversion process and inspection/acceptance, completed vehicles will be removed from the vendor's place of business by an agency employee. Consultation and Inspection of Progression of Work and Conclusion Inspection - A scheduled preproduction trip may be arranged for up to 2 agency personnel upon award of contract. The cost of this trip shall be the responsibility of the bidding agency. The vendor will assign a technical salesperson or service/production representative to accompany the agency personnel during their visit to the manufacturing facility. Agency representatives will be permitted to make pre-announced visits to view work-in-progress on subject vehicles during normal business hours. Agency representatives will be available to the vender for the purposes of travel to the vender's location, at agency expense, for technical clarifications which absolutely cannot be resolved the voice or email communications. A final inspection/acceptance trip will be arranged for up to 2 agency personnel upon confirmed completion of the contract. The cost of this trip shall be the responsibility of the bidding agency. The vendor will assign a technical salesperson or service/production representative to accompany the agency personnel during their visit to the manufacturing facility. Details and Drawings -- Bidders must submit complete detailed construction specifications on all products offered for the vehicle as proposed. A general statement or letter stating that the bidder meets all specifications will not be sufficient evidence of bidder intentions. Photocopied specifications will not be acceptable. Bidder specifications must follow the same sequence as that used in these specifications for ease of comparison. References -- Bidder must supply a list of a minimum of 10 same or more complex style, size and type of vehicle delivered within the last 24 months and in service within 250 miles of Washington, District of Columbia. List must contain name of service/agency, in service date of vehicle, year make and model, contact person and a current phone number for the point of contact. Warranty - A Vendor's Warranty covering all materials and workmanship shall be provided in writing and shall cover the workmanship of modifications for the period of one year. Warranty shall state a minimum of 3 years warranty on all vendor-installed electrical system components and systems. Only bids containing the warranties noted in the specifications will be considered and the means by which they will be fulfilled. Only bids containing a minimum of the following warranties shall be considered and must include printed statements of warranty with the bid. Conversion: Life of vehicle on workmanship Components: 3 years/36,000 miles or the specific manufacturer's warranty Electrical: Life of vehicle on workmanship and harnesses. Cabinetry: Life of vehicle on workmanship Paint: 3 years against peeling or cracking Bidder must include printed statements of warranty with bid. These vehicles will be distributed and assigned at locations throughout the 48 contiguous United States. Problems and inadequacies in materials, workmanship, unusual wear or failure will be resolved at service locations of competent technical capability nearest the assigned post of duty at the vendor's expense. Pricing shall be submitted on a "Firm Fixed-Price basis". The following provisions are applicable to this commercial item acquisition: FAR 52.212-1, Instructions to Offerors-Commercial; FAR52.212-3, Offeror Representations; (Vendor must furnish Offeror Representations in writing); FAR 52.212-4, Contract Terms and Conditions-Commercial Items; and FAR 52.212-5. The provision at FAR 52.212-2 Evaluation-Commercial Items applies to this acquisition. Interested parties must be registered in the Central Contractor Registration Database (CCR) as prescribed in FAR Clause 52.232.33 CCR can be obtained by accessing the Internet at www.ccr.govor by calling 1-888-227-2423. The written quote must include a breakout of the equipment price and the installation price. This is a all or none requirement. This Solicitation closes on September 13, 2010 11:00am EDT.
