Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Hormonal and Reproductive Epidemiology Branch (HREB) plans to procure on a sole source basis with Brigham and Women's Hospital, 900 Commonwealth Avenue East, Boston, MA 02215 for analysis of pre-diagnostic serum samples from liver cancer cases and controls. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 621511 and the business size standard is $13.5M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance shall be for twelve months from date of award. The NCI Division of Cancer Epidemiology and Genetics is conducting a Rare Cancer Pooling Project among the studies of the NCI Cohort Consortium. The Rare Cancer Pooling Project was established to investigate the etiologies of liver cancer and male breast cancer. Studies in the NCI Cohort Consortium, including the Women's Health Study and the Physicians' Health Study participated in the pooling project by donating serum samples and questionnaire data. The Women's Health Initiative (WHI) is a long-term national health study that has focused on strategies for preventing heart disease, breast and colorectal cancer and osteoporotic fractures in postmenopausal women. The WHI, sponsored by the National Heart, Lung and Blood Institute, has 161,808 participants who were enrolled at 40 clinical centers nationwide. Participants were between the ages of 50 and 79 years at enrollment. The contractor shall obtain stored, pre-diagnostic serum specimens from the liver cancer cases and controls, and the male breast cancer cases and controls in the Physician's Health Study and Women's Health Study. These samples will be examined for serologic risk factors of interest to each cancer. Serum samples from the Physicians Health Study and Women's Health Study are stored at the Brigham and Women's Hospital. Therefore, they are the only organization with access to the stored serum samples from the study participants, and are uniquely qualified to perform these services. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM EST on September 9, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI contracting office to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
