- The purpose of this modification is to post the combine questions and responses from all interested offerors regarding Solicitation W9124B-10-T-0007DD: 1. How many desert tortoises currently have transmitters? Response: There are currently 65 desert tortoises with transmitters attached in the Southern Expansion Area (SEA) and 264 desert tortoises with transmitters attached in the western expansion area (WEA). 2. Based on past experience, how many new tortoises are radioed? Response: No additional desert tortoises are anticipated to be transmittered in the SEA. The total anticipated number of tortoises to be found in the WEA is 750 to 1050 of which 264 are already transmittered. That leaves from 486 to 786 tortoise yet to be transmittered. It is Fort Irwin's intention to begin translocation of transmittered tortoises from the WEA in spring 2011. This means that the total number of transmittered tortoises in the WEA requiring monthly monitoring should not exceed 300 to 500 tortoises at any given time. 3. How many field personnel have been used in the past to conduct monitoring? Response: Given that a qualified individual can monitor approximately 10 desert tortoises in a day under current terrain conditions, 1 individual has been able to monitor the SEA tortoises. Based on the current number of WEA tortoises transmittered 3 to 4 individuals have been used to monitor these animals given the current dispersion of these tortoises on the landscape. 4. Due to our extensive knowledge of the Western Expansion Project we know that estimates of the number of desert tortoises are between 750-1600 animals over the 192 sq km. Over what time frame and when these tortoises will need to be monitored? Response: In accordance with the solicitation, the period of performance for monitoring designated tortoises within Fort Irwin is from 1 September 2010 through 31 August 2011. The government reserves the right to exercise one option year, identified within the solicitation, with a period of performance of 1 September 2011 through 31 August 2012. Per the solicitation, each designated transmittered animal will be monitored once monthly during the period of performance until that animal is translocated and the transmitter removed. Additionally, desert tortoises newly transmittered by the desert tortoise survey contractor will be observed within 48 hours of having the transmitter applied to the tortoise. This initial 48 hour observance of a newly transmittered tortoise does not constitute monthly monitoring of the animal. This concludes all questions and responses to solicitation W9124B-10-T-0007DD
