- This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This is a Request for Quote (RFQ) and the solicitation number is 081210RB. This acquisition is unrestricted. The 6th Contracting Squadron, MacDill AFB, Florida, requires the following: Annual Maintenance AppBoard Bundle Renewal. DESCRIPTION OF REQUIREMENT The AppBoard bundle provides a proxy and consolidation of network management tools into a single pane of glass to the Theater NetOps Center (TNC) as well as the USCENTCON Area of Responsibility (AOR). The AppBoard bundle delivers consolidation of network management tools and real-time situational awareness views, via a secure portal, across the Command's Enterprise IP network allowing staff to view the availability of all systems.The AppBoard unique proxy-based architecture enables the product to handle dynamic, real-time data (such as event streams or streaming video) very effectively. While the proxy architecture enables dynamic content to be handled, the major benefit of this architectural approach is security. The proxy function enables the Command's staff to open up secure views of their infrastructure management applications, without the security risk of having external or internal users physically logged into internal management servers deep inside the firewall infrastructure. USCENTCOM currently owns and uses the AppBoard bundle to provide consolidation of third-party network management tools and visibility. Proposals shall be submitted in the following format to include one (1) base year plus two (2) option years: CLIN 0001-- Annual Maintenance AppBoard Bundle Toolkit -- Base year - August 31, 2010-July 31, 2011 CLIN 1001-- Annual Maintenance AppBoard Bundle Renewal - Opt Yr 1- August 1, 2011 - July 31, 2012 CLIN 2002-- Annual Maintenance AppBoard Bundle Renewal - Opt Yr 2 - August 1, 2012 - July 31, 2013 The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-44 effective 8 July 2010, DFAR DCN 20100623 and AFFAR AFAC 2010-0402. Fed Biz Ops Numbered Notes per FAR Part 5.207-13(e) Apply: 1, 12, 13, and 23. The North American Industry Classification System code (NAICS) is 423430, Software, computer, packaged, merchant wholesalers. The Standard Industrial Classification (SIC) is 7371, Software programming, custom, leaning with a Small Business size standard of 100 employee. The wage determination applicable to this acquisition is 2005-2125, revision No. 8. A firm fixed price contract will be awarded. All interested parties must bid on all items. BASIS FOR AWARD: Award will be made to the lowest price offeror that is determined to be technically acceptable. 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the service offered to meet the Government requirement (ii) price  Proposals shall be evaluated to determine price fair and reasonableness.  Lowest price technically acceptable (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of clause), 5352-242-9000, Access To Air Force Installations. 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days. (End of clause) 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 3 years and 6 months..
