- 1. CONTRACT INFORMATION: The A-E Services procured in accordance with PL 92-582 (Brooks A-E Act), Federal Acquisition Regulations (FAR) Part 36.6 and, Defense Federal Acquisition Regulation (DFAR) 236.6 are required to support military design and studies within or assigned to the Kansas City District, U.S. Army Corps of Engineers. The contracts may also be used for civil works projects or planning efforts (master planning and similar). The Government Reserves the right to award up to five (5) Indefinite Delivery/Indefinite Quantity Contracts (IDIQ) contracts as a result of this solicitation; preferably three (3) Small Businesses (SB) and two (2) Service Disabled Veteran Owned Small Business (SDVOSB), each with a total contract period not to exceed five years. The maximum contract value for these small business contracts will not exceed $9.5 million per contract: $4.5 million as the base contract value with two $2.5 million capacity options. This announcement is open to all small businesses eligible under the designated North American In(NAICS) Code for this work; 541310Architectural Service. The Small Business Size Standard for this effort is based on the average annual receipts of the concern is not to exceed $4.5 million. Work will be issued by negotiated firm-fixed-price task orders. The contracts may include task orders with options for engineering and design, checking of shop drawings and design during construction. Award of these contracts is anticipated in FY11. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. Order of award of selected firms will be based on best fit between task order scopes and firm experience and capacity to accomplish work in the required timeframe. The method used to allocate task orders among contracts will include consideration of experience and user needs, capacity to accomplish the order in the required timeframe, performance and quality of deliverables, and proximity of the firm to the project. Funds are not presently available for the contracts. The wages and benefits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service Contract Act, as determined relative to the employee's office location (not the location of the work). A subcontracting plan is not required with this submittal. To be eligible for contract award, a firm must be registered in the Central Contractor Registration (CCR). Register via the CCR site Https://www.bpn.gov/ccr/smallbusinesses.aspx. Task orders may be assigned for any work, civil or military, within the jurisdiction of Northwestern Division but the selection will be based on military criteria within the Kansas City District. 2. PROJECT INFORMATION: Projects may include the preparation of special reports, planning and design charrettes, studies (to include value engineering studies), development of design criteria for design-build contracts, and design of construction and renovation projects as needed for military work assigned to the Kansas City District. These contracts may include design work involving site investigation, UXO avoidance support for drill and survey crews, geotechnical reports, topographic surveys, preparation of contract drawings, technical specifications, design analyses and computer aided cost estimating. Construction phase services, including shop drawing review, design during construction, site visits, etc., could be included as options on task orders. CADD and GIS deliverables may also be required. Deliverables in Microstation or AutoCAD format will be required. Examples of new buildings or structures includes: vehicle maintenance facilities, administrative facilities, Child Development Centers, medical facilities, hangers and related aircraft support systems, industrial facilities, ranges, training facilities, runways, pavements/hardstands, barracks, kitchen and food service, etc. Examples of potential repair or renovation projects include: whole building renovation, repair or replacement of architectural elements, building seismic upgrades; force protection upgrades, repair or replacement of mechanical, electrical or fire protection/detection systems; asbestos and lead abatement services related to building renovation or demolition; renovation of historic structures, etc. Projects designed under these contracts may require designers to obtain security clearances as well as having physical security measures in place before a firm can do the work. Security clearances are not required at the time of selection or award of a contract. In addition to CADD, the use of the latest Building Information technologies (BIM) may be required. The BIM must be compliant with the latest version of the Industry Foundation Classes (IFC) as established by the International Alliance for Interoperability (I AI). Examples of typical real property master planning activities that might be done under these contracts includes the following: preparation and updating of existing conditions maps to include aerial photography; facility utilization and space planning studies; future development plans, to include long range component, short range component, capital investment strategies, expansion capability plans, mobilization plans, and preparation of DD Form 1391 programming documents; project development brochures, programmatic NEPA documentation (EA and/or EIS), archeological and historic management studies, and other special reports. 3. SELECTION CRITERIA: The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria A-E are primary. Criteria F-G are secondary and will only be used as tie-breakers among technically equal firms. (A). Specialized experience and technical competence. Projects performed by the offeror (the prime or a Joint Venture partner) will receive additional consideration over those performed by other members of the proposed team. 1. Design of new buildings and structures, similar to the categories listed in paragraph 2 above. Projects completed before Jan 2005 will not be considered. Projects completed since Jan 2007 will receive higher ratings. The basis of the evaluation will be the information in Section F of the SF 330. Firms showing varied work experience will be rated higher. Project descriptions shall clearly state extent of design completed by the submitting firm (for instance, preparation of design-build package; 100 percent design; etc.) 2. Design of repair and renovation projects, similar to the categories listed in paragraph 2 above. Projects completed before Jan 2005 will not be considered. Projects completed since Jan 2007 will receive higher ratings. The basis for the evaluation will be the information in Section F of the SF 330. Firms showing varied work experience will be rated higher. Project descriptions shall clearly state extent of design completed by the submitting firm (for instance, preparation of design-build package; 100 percent design; etc.) 3. Real property master planning for military installations, similar to the categories listed in paragraph 2 above. Projects completed before Jan 2005 will not be considered. Projects completed since Jan 2007 will receive higher ratings. The basis for the evaluation will be the information in Section F of the SF 330. Firms showing varied work experience will be rated higher. 4. Quality management procedures. Describe the firms quality management procedures (address in Section H of the SF 330). The evaluation will consider quality control coordination between disciplines and subcontractors and quality control procedures (type and timing of reviews). A detailed quality control plan is not required with this submission but will be required subsequent to award of a contract. 5. Experience in sustainable design, using the LEED Green Building Rating System. Sustainable design consists of using an integrated design approach and emphasizing environmental stewardship, especially energy and water conservation and efficiency; use of recovered and recycled materials; waste reduction; reduction or elimination of toxic and harmful substances in facilities construction and operation; efficiency in resource and materials utilization; and development of healthy, safe and productive work environments. The evaluation will consider projects performed by the prime firm and consultants that demonstrate these sustainable design principles. Project information will be based on project descriptions in Section F of the SF 330. Project descriptions should specifically address sustainable design aspects of each project. (B). Professional Qualifications: Qualified registered professional personnel in the following key disciplines: architecture, structural engineer, mechanical engineer, electrical engineer, civil engineer, community/urban planner, project manager, fire protection engineer, certified industrial hygienist, interior design, force protection specialist (physical security), force protection specialist (electronic security), geotechnical, surveyor, landscape architect. The evaluation will consider education, registration, and overall and relevant experience using information from Section E of the SF 330. The SF 330 shall include a matrix in Section G showing experience of the proposed lead designers on the projects listed in Section F of the SF 330. Additional disciplines required as part of the contract that will not be evaluated include: aerial photography, estimator, archaeologist, architectural historian, wildlife biologist, environmentalist, and economist. (C). Past Performance on DoD and other contracts with respect to cost control, quality of work, and compliance with performance schedules, as determined from references, other sources and ACASS. Letters of commendation from customers addressing your firms cost control, quality of work and schedule compliance capabilities may be included in Section H of the SF 330. Letters should be for projects of a similar nature and shall be no older than three years to be considered. (D) Knowledge of local conditions within the states of Kansas and Missouri, specifically regarding climatic conditions (key disciplines: architect, mechanical, civil); local construction methods (key disciplines: architect, structural, geotechnical, civil) and local construction climate impact on cost estimating (estimator). Evaluation will look at the specific experience of the listed key discipline lead designers (one per discipline) as stated in Section E of the SF 330. The more Kansas and Missouri projects listed, the higher the rating. One rating will be determined for each Subfactor. (E) Capacity to initiate work and complete within the time parameters of the project. The evaluation will consider the availability of an adequate number of personnel in the following key disciplines: architect; mechanical; electrical; civil; structural. The evaluation will look at numbers listed in Part II of the SF330 to evaluate the overall capacity of the team.Include a Part II form for each firm that is part of the proposed team. Discipline minimum needed includes the following: Four (4) Architects, Two (2) Mechanical Engineer Two (2) Electrical Engineer Four (4) Civil Engineer, Two (2) Structural Engineer (F) Location of the firm in the general geographical area of the Kansas City District. (G) Volume of DOD AE contract awards in the last 12 months, with the objective of effecting an equitable distribution of DOD AE contracts among qualified firms, including SB and SDB. 4. SUBMITTAL REQUIREMENTS: Interested firms having the capabilities to perform this work must submit five copies of their SF 330 ( Parts I and II) to the address listed below no later than 2:00 PM Kansas City time on the 30th day of September 2010. Copies of the SF 330, Part II, for the prime firm and all consultants shall be included in the SF 330. If the 30th day is a Saturday, Sunday, or Federal holiday, the deadline is the close of business of the next business day. In SF 330, Section F, cite whether the experience is that of the prime (or joint venture), consultant or an individual. Work cited that is experience of the prime (or joint venture) from an office other than that identified in Section C shall be so labeled. In SF 330, Section H, describe the firm's overall Quality Control Plan (QCP). A contract specific QCP must be prepared and approved by the government after contract award, but is not required with this submission. Solicitation packages are not provided.
