NIHCL20100070S Project Title: "Provide Research, Scientific and Related IT and Other Technical Support Services" Issue Date: August 24, 2010 Date Due: September 24, 2010 Ladies and Gentlemen: The Clinical Center at the National Institutes of Health (NIH) invites you to submit a proposal in response to the requirements of the enclosed RFP No. NIHCL20100070S. THIS ACQUISTION IS ISSUED AS A TOTAL SMALL BUSINESS SET-ASIDE. We anticipate making one Award under this RFP and the resultant contract will be a fixed price, requirements type contract with a base period of one year plus four (4) twelve month option periods, for a total of 60 months (if the Government exercises all available options. The North American Industrial Classification System (NAICS) Code that best describes this requirement is 541990. The small business size standard is $6.0 million dollars. This Request for Proposals has been prepared in accordance with the Uniform Contract Format prescribed for Government wide application by the Federal Acquisition Regulation (FAR). The Uniform Contract Format is both a Request for Proposal and a contract award document. Any resulting contract will consist of Parts 1,II, and III of the Uniform Contract Format. Your attention is particularly directed to Part IV, which contains, instructions, provisions, and evaluation factors for the submission and review of proposals. It is your responsibility to monitor the web page: http://www.FedbizOpps.gov for any amendments that might be issued under this RFP. A separate notice of any RFP amendments to individual sources will not be made. An original and five (5) copies of the technical proposal and an original and five (5) copies of the business proposal must be received by the Contract Specialist, no later than 2:00 p.m. (Eastern Standard Time) on September 24, 2010 at the following addresses. The original technical and business proposal shall be signed by an official authorized to bind your organization. If hand delivered or sending your proposal via an overnight delivery service, e.g., Federal Express, DHL, etc., your proposal must be delivered to the following address: Contract Specialist Clinical Center, Office of Purchasing and Contracts 6707 Democracy Boulevard, Suite 106 Bethesda, Maryland 20892 If mailing your proposal through the U.S. Postal Service, your proposal must be sent to the following address: Contract Specialist Clinical Center, Office of Purchasing and Contracts 6707 Democracy Boulevard, Suite 106 Bethesda, Maryland 20892 Your attention is directed to the RFP provision entitled "Late Proposals set forth in Section L of this RFP implemented by HHSAR 352.215-70. Please review these provisions so that you will be fully award of the time requirements for submitting your proposal. It is your responsibility to ensure that your proposal is delivered by the due date and time, and at the specific location as required by the RFP. Your proposal must provide a contact name and telephone number, your company name and complete mailing address. Furthermore, Far Clause 52.204-7, Central Contractor Registration, paragraph (b)(1) which will be made a part of any resultant contract under this RFP, requires that a prospective awardee be registered in the Central Contractor Registration (CCR) database prior to award, during performance, and through final payment of any contract. In addition your organization's Tax Identification Number (TIN) and Dun and Bradstreet Number must be provided. Please not that FAR Provision 52.204-6 Data Universal Numbering System (DUNS) Number, requires you to submit a DUNS number for your company along with your offer. Contact information for Dun and Bradstreet is provided in the FAR provision 52.204-6. Please include this information on the first page of your business proposal.
