Description
Synopsis: U.S. Army Corps of Engineers (USACE) plans to issue an unrestricted Request for Proposal (RFP) for the design and construction of a new boundary gate at Nallin Pond Access Control Point (ACP) Fort Detrick, MD. This project will provide car and truck inspection facilities and a visitor's center. Support facilities include utilities, roadway access to Opposumtown Pike, site improvements, and truck holding area. The project will be designed in accordance with criteria prescribed in Unified Facilities Criteria 4-022-01 Security Engineering: Entry Control Facilities/Access Control Points, Americans with Disabilities Act and Architectural Barriers Act Accessibility Guidelines (ADA/ABAAG), and applicable energy conservation legislation, Air Conditioning: 20 tons. Operations and maintenance manuals will be provided. The proposed procurement is unrestricted with NAICS code 236220 with a size standard of $33.5M. The solicitation will be available on or about 15 July 2010 with proposal due on or about 15 August 2010. Estimated cost of the construction will be between $5,000,000.00 and $10,000,000.00. Construction duration is 720 days from receipt of notice to proceed. The project will be designed in accordance with criteria prescribed in Unified Facilities Criteria 4-022-01 Security Engineering: Entry Control Facilities/Access Control Points, Americans with Disabilities Act and Architectural Barriers Act Accessibility Guidelines (ADA/ABAAG), and applicable energy conservation legislation. Air Conditioning: 20 tons. Large business firms will be required to submit subcontracting plans with their proposals for the purpose of this procurement, Subcontracting goals for the Baltimore District are as follows: 70% to Small Business, 6.2% to Small Disadvantaged Business, 7.0% to Woman-Owned Small Business, 9.8% to HubZone Business, 3.0% Veteran-Owned Small Business and 0.9% Service-Disabled Veteran-Owned Small Business. The solicitation will be provided in an electronic format, free of charge, to all authenticated account holders of Federal Business Opportunities (FBO) System. Please note that all Corps of Engineers acquisitions are considered Sensitive, but Unclassified documents, and require users to have a valid MPIN entered in the FBO system to access package. The media through which the Government chooses to issue this solicitation will be the internet only. This solicitation will not be issued in paper.
