Description
THIS IS A SMALL BUSINESS SET-ASIDE The Centers for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NCIPC), intends to award a firm fixed price purchase order to an offeror to support the requirements of the project entitled, "Tribal Workshops to Improve Motor Vehicle Injury Prevention". This acquisition is competed in accordance with FAR Part 13.and the NAICS code for this requirement is 541990, All Other Professional, Scientific and Technical Services. Background and Need: Motor vehicle crashes are the leading cause of unintentional injury for Alaskan Indian/American Native (AI/AN) for ages 1-44. Adult motor vehicle-related death rates for AI/AN are more than twice that of whites and almost twice that of blacks. Among infants less than one year of age, AI/AN have consistently higher total injury death rates than other racial/ethnic populations and the highest rate of motor-vehicle traffic deaths. American Indians/Alaska Natives (also referred to as Native Americans) have the highest motor vehicle-related death rates of all racial and ethnic groups (Web-based Injury Statistics Query and Reporting System (WISQARS, NCIPC, CDC)), with rates two to three times greater than rates for all other Americans (Indian Health Focus, Injuries 1998-99; Indian Health Service, 2002). Project Objective: The objectives of this purchase order will be to convene two expert meetings of CDC, Indian Health Services (IHS), Bureau of Indian Affairs and the National Highway Transportation Safety Administration Stakeholders and partners to identify key factors for successfully implementing model motor vehicle injury prevention programs with tribes. Scope of Work: Under this agreement, the vendor shall convene two expert meetings of key CDC and IHS stakeholders and partners to identify key factors and strategies for successfully implementing model motor vehicle injury prevention programs with tribes. The panel should include but will not be limited to experts from several selected tribes in addition to IHS experts in the area of transportation, injury prevention, education, and advocacy. Based on the discussions of the expert panel and feedback from CDC, the vendor will complete a follow-up report that provides feedback on the factors and strategies that may be applied to a model motor vehicle injury prevention program. The period of performance shall be 11 months.
