- THIS IS A SMALL BUSINESS SET-ASIDE The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health, contemplates awarding a firm fixed price purchase order to support the requirements of the project entitled, "Content Management Systems Interface". This acquisition is competed in accordance with FAR Part 13 and the proposed NAICS code for this requirement is 541990, All Other Professional, Scientific, and Technical Services. Background and need: The Contractor shall have lead responsibilities in developing the next generation of the Content Management System (CMS) for the Environmental Public Health Tracking (Tracking) Network. The Tracking Network leverages information technology to communicate complex environmental health information to several different audiences. The CMS is valuable tool that will assist the Science Development Team, the Informatics Team, and the Communications Team of the Tracking Program and allow it to systematically develop and manage complex rules and requirements for the display of data throughout the Network. The development of the Tracking Network is a standards-based, coordinated, and integrated environmental public health tracking (surveillance) system at the local, state and national level that allows linkage and reporting of health effects data with human exposure data and environmental hazard data. The Tracking Network was officially launch in July 2009 and maintains as a robust and dynamic system. Project Objective: The CMS is a group of related SQL tables designed to create and manage measures, drive the query screen, and generate displays for the public portal. This project will focus on enhancing the CMS and make it an easy to use, robust tool for managing the business rules and system requirements for data in the Tracking Network. Creating and managing measures within the CMS facilitates communication of requirements between Science Development Team, the Informatics Team, and the contractors. It provides a centralized location for requirements and supporting information about measures that can be easily modified and updated. Currently the CMS contains only a small number of the tables and relationships needed to capture all the information involved in creating and managing measures (only one aspect of the complete CMS). The CMS also lacks a user interface that would allow for information to be easily added and modified. Completion of the necessary tables and relationships along with the creation of a WEB-based interface would allow for more efficient and effective management of the documentation required for creating and managing measures thus reducing the possibility of improper or incorrect display of data on the public portal. It is expected that work will take no more than six months to complete. The CMS will allow the user to manage business rules and requirements for the Tracking Network. Content will be stored in SQL tables. The contractor will have lead responsibly in developing an easy to use interface tool for the CMS. The CMS tool will add and update content stored in SQL tables. Scope of Work: The scope of this purchase order is the development and implementation of the CMS including its web-based interface. CDC has developed the requirements for this system based on CDC's information technology environment, the needs of the data stewards, and the needs of program's subject matter experts. The period of performance shall be 6 months. Request for Quote (RFQ) number 2010-Q-12859 will be issued on or about September 9th, 2010, through the Federal Business Opportunities website at http://fedbizops.gov. Interested parties must respond to the RFQ in order to be considered for award. No bidder's list will be maintained. Notifications will not be sent to offerors regarding the issuance of the RFQ or any of its amendments. It is the offeror's responsibility to monitor FedBizOps for release of this RFQ and any amendments.
