- THIS IS A SMALL BUSINESS SET-ASIDE The Centers for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NCIPC), intends to award a firm fixed price purchase order to an offeror to support the requirements of the project entitled, "Expert Strategic Planning". This acquisition is competed in accordance with FAR Part 13 and the proposed NAICS code for this requirement is 541990, All Other Professional, Scientific and Technical Services. Background and need: Despite the fact that many injuries and acts of violence are preventable, they continue to be the leading killer of Americans in the first four decades of life. In 2005, more than 173,000 people died from unintentional and violence-related injuries and nearly 30 million people sustained injuries serious enough to require treatment in an emergency department. Many injured people are left with long-term disabilities. The total lifetime costs associated with both fatal and nonfatal injuries is estimated to exceed $406 billion. The mission of CDC's National Center for Injury Prevention and Control (NCIPC) is to prevent injuries and violence and reduce their consequences so that people can live to their full potential. This includes identifying risk and protective factors for injuries, developing and sharing prevention strategies and supporting organizations and individuals working to do the same. A key strategy of NCIPC to accomplish its mission is to effectively and efficiently plan current and future activities to maximize positive public health impact for injury prevention and response activities meeting NCIPC priority objectives. Project Objective To further the field of injury and violence prevention by assisting NCIPC's Office of the Director (OD) with high level strategic planning in injury prevention and response through consultation by an expert in strategic planning, health marketing, and public health specific to injury prevention and response. Scope of Work: The contractor shall meet and consult with the NCIPC OD and strategic planning staff, and provide consultation through a combination of teleconference and written assistance. Consultation will typically consist of: • Summarizing existing NCIPC strategic planning efforts; • Developing/updating goals and objectives; • Developing/updating written strategic plan content; • Identity branding; and • General consultation on strategic planning. The period of performance shall be 12 months. Request for Quote (RFQ) number 2010-Q-12681 will be issued on or about September 9th, 2010, through the Federal Business Opportunities website at http://fedbizops.gov. Interested parties must respond to the RFQ in order to be considered for award. No bidder's list will be maintained. Notifications will not be sent to offerors regarding the issuance of the RFQ or any of its amendments. It is the offeror's responsibility to monitor FedBizOps for release of this RFQ and any amendments.
