- Q & A Q1. Does NOAA have contact information on the target audience*? A1. There is contact information for members of the Guam Fishermen's Co-op (commercial fishermen on guam) approx. 160 members. Additionally, there are vessel registries on Guam and CNMI, although the extent to which these databases are updated, maintained and relevant to use is unknown. Additionally, it is unknown as to whether we would be granted access to these vessel registries due to confidentiality considerations. Q2. Is your population of interest dispersed over too broad a geographic range for you to study feasibly with a personal interview? A2. There are a limited number of boat ramps (access points) across the Marianas archipelago, and intercept surveys at boat ramps is a potential mode of administration. Q3. Do you or NOAA have the population number of the target group (boat-based fisherman)? A3. There are no exact numbers of boat based fishermen, but in recent years estimates in CNMI range from approximately 100 - 200 (although active may be lower). Likewise estimates for Guam boat-based fishermen range about 400 to 500. These estimates are derived from creel surveys conducted by the Pacific Islands Fisheries Science Center Western Pacific Fisheries Information Network. Q4. Does NOAA know how many surveys need to be collected? A4. Clearly the more surveys completed the better. finding a representative sample will be difficult when one does not have an exact accounting of the survey population nor robust estimates of effort and landings to compare. Using the rough estimates outlined in (3) - at a minimum - something on the order of 50-75 completed surveys from CNMI and 200-300 on Guam would be ideal...although more would be better.
