Description
52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical Capability (ii) Price Selection will be based on Best Value to the Government using Lowest Price Technically Acceptable (LPTA). (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision) FAR 52.212-2 ADDENDUM A. BASIS FOR AWARD. This acquisition will utilize the Lowest Price Technically Acceptable (LPTA) technique to make a best value award decision. The application of the LPTA technique in the contract award selection and approval process is as follows: 1. A decision on the technical acceptability of each offeror's technical proposal shall be made. Only those offerors determined to be technically acceptable, either initially or as a result of clarification/discussions, will be considered for award. Note: In accordance with FAR 52.212-1(g), as prescribed in FAR 12.301(b)(1), "The government intends to evaluate proposals and award a contract without discussions with offerors" (except clarifications as described in FAR 15.306(a)). Therefore, each initial offer should contain the offeror's best terms from a cost or price and technical standpoint. However, the government reserves the right to conduct discussions if later determined by the Contracting Officer (CO) to be necessary." The CO may request offerors of marginal proposals to submit clarifications of areas identified by the technical proposal evaluation team. In initiating a request, the CO will set an appropriate time for submission of such information. Late submissions will be handled in accordance with FAR 52.212-1(f) "Late Submissions". The clarification information will be incorporated as part of the proposal. 2. The lowest priced technically acceptable proposal will be deemed the successful offeror and award shall be made to this offeror, subject to a positive responsibility determination. B. TECHNICAL/MANAGEMENT AREA: 1. A technical review team composed of key government personnel will use their technical skill, knowledge and experience to thoroughly review the adequacy of proposals. Each proposal will be evaluated by application of the assessment criteria to each factor in the technical proposal. Only those proposals determined technically acceptable will be considered for award. Each Factor will be considered acceptable or unacceptable as defined below: a. Acceptable: Meets the minimum requirements of the Performance Work Statement /solicitation. b. Unacceptable: Fails to meet minimum requirements of the Performance Work Statement /solicitation and the deficiency is not correctable without a major revision to the proposal. 2. Offerors must pass all sub-factors of FACTOR 1 Technical/Management Area in order to be deemed technically acceptable: FACTOR 1. QUALIFICATIONS Sub-Factor 1. Resume/Transcript will be evaluated to verify 12 college credit hours in Social Services or one year experience working in an Air Force A&FRC or a similar helping service agency environment. Sub-Factor 2. Must have a working knowledge of Microsoft Office Products 3. PRICE AREA The offeror's proposal price will be determined by multiplying the quantity times the unit price for the CLIN (Contract Line Item Number) and totaling the product of that calculation for all priced CLINs and all option periods to arrive at a total estimated contract value. The award will be made to the lowest priced, technically acceptable offer. END FAR 52.212-2 Addendum
