Description
Attachment 3: Warranty Description, AFMETCAL/ML-01 Attachment 2: Data Requirements Attachment 1: Purchase Description with PD Attachment. This is a combined synopsis solicitation no solicitation will be issued. WR-ALC/ ENHRP- AFMETCAL at Heath OH intends to award a firm fixed price purchase order under Simplified Acquisition Procedures for the purchase of 1 each, new condition only, Flatness Interferometer System, part number D-305-200 manufactured by Davidson Optronics. This procurement is a follow-on action to a previously competed requirement that was awarded to a small business manufacturer, Davidson Optronics, on contract FY2333-09-M-0011. The Flatness Interferometer to be procured is for the AFPSL and is required to be exactly like the units purchased on FY2333-09-M-0011 for the purpose of compatibility between the PMELs and the AFPSL that are within the AF Metrology Program. It is in the Government's best interest to purchase this requirement from the same manufacturer as the previous contract in order to meet the Air Force goals for the standardization of precision measurement equipment used as calibration standards. The Flatness Interferometer System shall include a one year warranty and commercial data requirements for manuals. See below for expanded description of requirements. This is a combined synopsis/solicitation for commercial items in accordance with the format in the Federal Acquisition Regulation (FAR) Subparts 12.6 and 13, supplemented by additional information and requirements. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-44, and DAC 91-13 (correction) DFARS Change Notice (DCN) 20100816. This constitutes the only solicitation. Quotes are being requested and a written request for quotation (RFQ) will not be issued. It is the offeror's responsibility to monitor this site for the release of amendments (if any). The RFQ number is FY2333-10-Q-0028 and shall be referenced on any offer submitted. The North American Industry Classification System (NAICS) code is 333314 and the small business size standard is 500 employees. This announcement is being solicited as "other than full and open" for the Davidson Optronics part number D-305-200 and restricted to small business concerns for a total small business set aside of 100 per cent. Offerors are requested to provide a unit price for one each Flatness Interferometer System that incorporates the following requirements: Flatness Interferometer System, Davidson Optronics part number D-305-200, new - 1each. Configured to include the following items: P/N: D-305L, Interferometer with red line laser (1/2 WL = 12.4 µin); P/N: 105-2386, Divider Plate in mount, Uncoated with labeled protective box; P/N: 105-2386-001, Divider Plate in mount, Coated with labeled protective box; P/N: 105-2703, Prism Trihedral, 1 inch with labeled protective box; P/N: D617-6Q1D, Optical Flat, Master with labeled protective box; P/N: D-190-103, Eyepiece Fringe Splitter; Interferometer System Manual; Camera, Digital, Canon Rebel XSI EOS Camera with 35mm Auto-Focus Lens, Camera Adapter- for mounting camera to interferometer eyepiece, Camera Battery, Camera Battery Charger, Camera Memory Card, Camera Memory Card Reader- USB and Camera Manual. - - The Flatness Interferometer System, Davidson Optronics part number D-305-200 shall be in accordance with the requirements of purchase description 10M-247A-DI dated 15 August 2010 and purchase description attachments 10M-247A-DI dated 12 August 2010. See Attachment 1*. - - The Flatness Interferometer System shall include the requirements for commercial data. See Attachment 2*. - - The Flatness Interferometer System shall include a One year warranty in accordance with "Warranty Description, AFMETCAL/ML-01, 11 Aug 2008". See Attachment 3*. * Attachments may be viewed and downloaded from this site. Products offered shall be commercially available. Please review all documents carefully and note that offers shall be without exception for the part numbers as listed. Alternate offers and surplus material offers will not be considered. Delivery of all items shall be due 120 days after the award date to Heath OH 43056, FOB Destination. Government Inspection and Acceptance Testing is required and will be completed on a pass or fail basis by the Air Force Primary Standards Laboratory (AFPSL) within 45 days after receipt of the Flatness Interferometer System. Contractor Invoices shall not be submitted in the Wide Area Work Flow (WAWF) for payment until the Flatness Interferometer System has passed AFPSL testing. The current versions of the following clauses apply to this acquisition and are incorporated by reference: FAR 52.203-6 with Alternate 1, Restrictions on Subcontractor Sales to the Government. FAR 52.212-2, Evaluation-Commercial Items - (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical. Capability of the item offered to meet the Government requirements as stated in this announcement; and 2. Price. All offerors shall submit with their quotation sufficient technical literature, documentation, specifications, etc. in order for the Government to make a complete technical assessment that the material being offered meets the requirements of this announcement. Award will be based on technical acceptability (acceptable or not acceptable) and then price. Technical acceptability will be determined solely on the content and merit of their information submitted. The technical data submitted shall be specific and detailed enough without the need for additional data or clarification after receipt. An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov. This acquisition is contingent upon the availability of funds. All offers must be valid for a period of 90 days. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The government reserves the right to limit the number of offers reviewed for award, for efficiency purposes. The offer must: (1) be for the item described without exception to listed requirements, (2) include the unit price and, if separately priced, unit prices for commercial data and warranty, (3) be FOB Destination to Heath, OH 43056, (4) include delivery schedule and discount/payment terms, (5) include copy of commercial price list, (6) include name of and be signed by an authorized company representative along with telephone number and facsimile number, (7) include taxpayer identification number (TIN), CAGE Code Number and DUNS Number, (8) include sufficient technical as instructed above, (9) include a statement of compliance to the 1 year warranty in accordance with "Warranty Description, AFMETCAL/ML-01, 11 Aug 2008", (10) include FAR 52.212-3 reps and certs and the offeror is to ensure ORCA and CCR registrations are current.
