Description
This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) OR REQUEST FOR PROPOSAL (RFP). The Federal Aviation Administration (FAA) is not seeking nor accepting unsolicited proposals. Purpose of Announcement: In accordance with the FAA Acquisition Management System (AMS), Paragraph 3.2.2.4, this announcement is to inform industry of the basis of the FAA's decision to contract with a selected vendor using single source procedures. A single sole source contract to Sikorsky Aircraft Corporation is anticipated. In 2006, the FAA issued a BAA on rotorcraft HUMS research requirements. Subsequently, Sikorsky proposal on HUMS AC Compliance Validation and Demonstration - Structural Usage Monitoring and Flight Regime Compliance was selected and contract number DTFACT-06-C-00002 was issued, to support the FAA rotorcraft research effort on the further development of guidance materials to support utilization of HUMS for usage based maintenance programs. The "Cluster Algorithm" was developed by Sikorsky under the FAA contract. It went through rigorous theoretical analysis, HUMS fleet data evaluation, detailed design CWC study, usage predictions and fully-instrumented flight test validation programs. Although the algorithm was validated by using one Sikorsky model, the S92, it has demonstrated the potential to be used by other types of rotorcraft. It is essential for the FAA to continue working with Sikorsky to further develop the algorithm and make it available for others to use. Such further development can only be accomplished by working with the original developer of this algorithm by fully utilizing their knowledge acquired while performing this contract and taking advantage of the availability of the S92 fleet data. Validation of such algorithm will also require the direct load measurements and design CWC, which are both possessed by Sikorsky. Therefore, to fully utilize the potential of the algorithm and expand it into a more generic process for a rotorcraft fleet that will fulfill the FAA credit validation compliance criteria by successfully mapping HUMS regime recognition sequence output into selected damaging CWC regimes, Sikorsky is the only organization that possesses the knowledge, expertise, and required fleet and design data to accomplish the requirements. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm's capabilities and experience in providing the above service.
