Res. 2 as enrolled), the Consolidated Appropriations Resolution, 2003, amending Public Law 105-277, sec. 347. This is a request for proposals Service acquisition that has been tailored to fit the Government's method of trading goods for services. An estimated 90,799 Tons (13,705 M board feet) of sawtimber is marked or otherwise designated for cutting on 3,440 acres. There are 5 mandatory and 5 optional stewardship projects. Mandatory Stewardship projects are: biomass thinning and removal on 254 acres, small sapling and brush cutting on 254 acres, machine piling on 248 acres, mastication on 103 acres, and road maintenance on 61.62 miles. Optional Stewardship Projects are: biomass thinning and removal on 3,022 acres, small sapling cutting on 2,666 acres, machine piling on 2,056 acres, machine piling by the hour on 610 acres, and mastication on 870 acres, Treatment areas consist of natural stands and ponderosa pine plantations. Thinning and group selection harvest of merchantable trees will be accomplished through cutting of individually designated trees. Reduction of hazardous fuels will be accomplished by thinning of small conifers, brush cutting, piling, and mastication. Project Location - The majority of the project area (13,030 acres) is situated approximately 5 air miles North of Stumpy Meadows Reservoir with a portion of that acreage located approximately 6 air miles North East of the Georgetown Ranger Station. The legal locations are: T.13N, R.10E., Sections 12, T.13N, R.11E., Sections 7, 8, 14, 16-22, 24 and 28, T.13N., R12E., Sections 13, 14, 16, 22 and 24; T13N, R13E, Sections 1, 2, 10-15, 18, 20-23 and 26-33; T13N, R14E, Section 6; and T14N, R13E, Section 36; Mount Diablo Base and Meridian (MDB&M); All treatment areas are between elevations of approximately 3,300 and 6,000 feet. Work unit boundaries are delineated on the ground with three horizontal Yellow or Orange paint stripes on trees facing into the unit and/or blue flagging. Notice of Appeal - Offerors are hereby put on notice that the Big Grizzly Fuels Reduction and Forest Health Project NEPA document and associated decision, which provides the authority to conduct this project, were administratively appealed pursuant to 36 C.F.R. 215. This project may therefore be subject to litigation in the future, which may result in contract suspension, modification, or termination. Weighing Services and Scaling Deposits - Appendix B of the solicitation contains clause K-G.8.1.6 - Scaling Deposits which provides for the Contractor to make cash deposits for data processing of product weight certificates in the event the Forest Service contracts with another party for these services. At this time, the Forest Service does not intend to contract with another party for data processing services, therefore no deposits are anticipated; however the Contractor shall be responsible for any costs incurred by it for weighing at approved weighing facilities. Notice Regarding Timber Cruise - Offerors are hereby put on notice that the Big Grizzly Fuels Reduction and Forest Health Project timber cruise does not meet the Region 5 check cruise accuracy standards; specifically the diameter and height measurements were below 80% accuracy.
