Description
NASA/GSFC has a requirement for the following:01)Qty: 2, Description: HOMER-ETU Laser Q-Switch Driver.NASA/GSFC intends to purchase the items from Fibertek, Inc. pursuant to FAR 13.106 forthe acquisition of supplies or services determined to be reasonably available from onlyone source. It is our understanding that Fibertek is currently the only US manufacturerof spaceflight-proven lidar laser Q-switch drive electronics. It is estimated thatanother manufacturer would require approximately 1 year of design, development, andtesting time to replicate the experience and space-qualified QS driver designs that arenow available only at Fibertek. It is also our understanding that no other contractorcurrently has experience or knowledge of how to build flight-qualified laser QS driverelectronics. Due to the proprietary nature of the QS driver electronic design and therequirement for design modifications the full specifications, processes, andmanufacturing instructions for development of the DESDynI Detector Electronics are notavailable to the government or to other contractors. The QS driver electronics of everyactively Q-switched space lidar instrument built for NASA have been developed atFibertek. These instruments were developed at GSFC and LaRC working closely with expertsat Fibertek for the critical QS driver electronic subsystems which for each mission werecustom designs. The Fibertek custom QS driver circuits were flown successfully on theCloud-Aerosol Lidar with Orthogonal Polarization instrument for the CALIPSO mission. Fibertek is the only contractor capable of performing the required engineering servicesto modify their original design for the new performance requirements of the DESDynIProject and the HOMER-ETU laser, build the required breadboard electronics withspaceflight design considerations, and do so in the time required for delivery.The Government intends to acquire a commercial item using FAR Part 12.The synopsis shall not be construed as a commitment by the Government, nor will theGovernment pay for the information solicited.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to GENIA BURTON-PENDERGAST at Rogenia.M.Burton-Penderga@nasa.gov or byfax to 301-286-1720 (email preferred), not later than 4:30 p.m. Eastern Standard Time onAugust 26, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications ARE NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
