- Recovery Action - This modification is issued to obligate American Recovery and Reinvestment Act (Recovery Act) of 2009 funds to the Lawrence Berkeley National Laboratory for CPS Project #21195 - Technical Assistance to the Office of Energy Efficiency and Renewable Energy, DOE. These funds are to be distributed to CPS Agreement #22715 - Technical Assistance to the Office of Energy Efficiency and Renewable Energy. This redirection is for LBNL to provide ARRA technical and logistical assistance to EERE energy efficiency and renewable energy programs, to include peer and merit review services and other related meeting and workshop support. Expected services include, but are not limited to conducting both independent reviews and Federal panel reviews designed to evaluate and select applications. Inherent in this task are the logistical duties around selection of a review site and application in response to funding opportunity a nnouncements selected by the DOE program staff. The laboratory recipient of the funds is responsible for reporting all funding obligations and costs to headquarters. The laboratory recipient must maintain obligations and cost data at the agreement level and the data must be made available to EERE. The contract was awarded competitively. The contract is a cost reimbursement contract because of the uncertainties of the research mission of the laboratory makes it impossible to estimate with reasonable accuracy the costs of performance making the firm, fixed price contract type inappropriate.
