Description
Shallow-Water Multibeam Echosounder Survey Systems SOW This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12 and Part 13, using Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation NCNJ5000-10-20329 is issued as a request for quotation and is solicited under full and open competition. The NAICS code is 334511. Offerors shall meet the requirements as listed in the attached Statement of Work (SOW) titled, 'Shallow-Water Multibeam (SWMB) Echosounder Systems for NOAA Emergency Response, August 1, 2010'. The resulting purchase order shall be negotiated on a firm fixed price. The evaluation shall be based on use of the following adjective scheme as follows: Outstanding (O) - Quotation clearly demonstrates the full scope of the requirement for a comprehensive system solution; Good (G) - The quotation is beneficial and worthwhile, sound and valid; Adequate (A) - The quotation is reasonably sufficient and suitable; Marginal (M) - The quotation is minimally suitable at the lower limit; and Unsatisfactory (U) - The quotation is not sufficient, not enough, disappointing. The award shall be made on a best value basis. Approach and past performance are more important than price. Best value evaluation factors include the following: 1) Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance (please provide 3 past performance references); and 3) Price - The amount, realism and consistency of the evaluated price. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-44. The provisions and clauses may be downloaded at http://arnet.gov.far. The Government shall award a single purchase order resulting from this solicitation to the responsible offeror whose offer conforming to this solicitation and the attached SOW will be most advantageous to the Government, price and other factors considered. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4,Contract Terms and Conditions- Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov and must provide a completed copy of the Offeror Representations and Certifications. Questions must be submitted electronically to the Contract Specialist no later than 5pm (EST) Wednesday, September 1, 2010. Interested responsible sources may submit a quotation to NOAA no later than 12 Noon (EST) Monday, September 6, 2010. Responses shall not exceed 10 black and white 8x14' pages of print only using Word format. No brochures or binder materials will be accepted.
