Description
US Army Contracting Agency, Mission & Installation Contracting Command, 9410 Jackson Loop, Suite 101, Fort Belvoir, VA 22060-5134, intends to award a Sole Source to Avaya Federal Solutions, Inc. The Avaya Prologix Private Branch Exchange (PBX) provides telephony switching with call control, which allows the Tactical Unit Hub Node to effectively employ voice over Internet Protocol (VOIP) technology. The WIN-T Increment 1 is the Armys tactical communications backbone and provides voice and data services to units deployed worldwide, and in support of Operation Iraqi Freedom/Operation Enduring Freedom. Avaya can best support the Avaya CM software that is embedded in the Avaya Prologix PBX hardware. Avaya periodically releases new software to patch problems; these updates are needed to allow WIN-T Increment 1 to address critical anomalies and Information Assurance Vulnerability Alerts, which occur in the Avaya CM software, resulting in the inability of the Warfighter to communicate on the battlefield. No alternative exists. Additionally, the telephone technical support is required so that SEC may obtain required technical support from the vendor, Avaya, to resolve software issues preventing Warfighter communications. The North American Industry Classification System (NAICS) code for this acquisition is 541519 with a size standard being $25.0 M. All interested parties are encouraged to provide information on their capabilities to meet this requirement. In order to be considered a potential source, interested parties must submit clear and convincing documentation demonstrating the capabilitiesto satisfy the requirement specified above and the advantages of the Government to consider another source. The documentation shall include prices and descriptive literaturecontaining sufficient technical documentation to establish a bonafide capability to meet this requirement. Only written responses will be considered. All written responses from responsible sources will be considered. As a result of analyzing responses to the synopsis, the contracting officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the intended schedule vendor and all firms that respond to this synopsis. If no affirimative written response, indicating that a comparable source is avaliable, is receivedwithin 3 calander days of publication of this synopsis, an order will be placed against the requirement mentioned above.
