Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is an 8(a) set aside. This solicitation number is RFQ1713423 and the solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-44. The National Institute on Drug Abuse (NIDA) intends to issue a purchase order for professional and scientific support for NIDA grant review functions. The work to be performed will serve the needs of the Office of Extramural Affairs (OEA), supporting Office staff that manages standing review committees and special emphasis panels, including those handling Requests for Applications. Support is needed in all areas of research funded by NIDA. The anticipated number of hours is 3700. The award is anticipated to be firm-fixed price. The contractor will provide the following support services to the Designated Federal Official (DFO)/Scientific Review Administrator (SRA): (1)Conduct a careful administrative review of applications; check format and content of applications, review personnel and consultant lists and letters of collaboration to determine areas of potential conflicts of interest. (2)Assist in searches for potential reviewers with specific expertise to assist the DFO/SRA in developing rosters. (3)Assist the DFO/SRA in preparing and updating information pertaining to grant applications, by means of automated databases, such as IMPAC II, in accordance with established policies and procedures. (4)Provide administrative assistance to the DFA/SRA as required, including drafting notes on administrative issues such as human subjects, animal subjects, and budget. (5)Prepare drafts of written summary statements and edit as necessary, for review, revision, and approval by the DFO/SRA to assist in timely preparation and release of high-quality summary statements. (6)Provide consultation on Extramural Program management and mechanisms. The Period of Performance is October 1, 2010–September 30, 2011. Privacy Act: The contractor will not disclose any information contained in the grant applications or reviews to anyone not directly connected with the grant review process and must protect the contents of the applications. The Contract/Program Office will evaluate the offeror’s proposed solution and approach for meeting or exceeding the requirements based on the following considerations: Technical Approach, Proposed Personnel, Past Performance, and Price. A firm fixed price contract is anticipated to result from the award of this solicitation to the responsible and technically acceptable Offeror whose proposal provides the greatest overall value to the Government. This best value determination will be accomplished by comparing the differences in the technical factors for competing offers, based on their strengths, weaknesses, and risks, with differences in their price to the Government. In making this comparison, the Contract/Program Office is more concerned with obtaining superior technical and personnel capabilities than with making an award at the lowest overall cost to the Government. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. Quotations will be evaluated on the following criteria: (1)Technical Approach: Ability to meet technical qualifications. (2)Proposed personnel must have knowledge, experience preferred, with the NIH Peer Review System as well as the rules and regulations under which the NIH peer review system operates. Knowledge of the science and scientists involved in research on drugs of abuse and addiction, including basic and clinical neuroscience, clinical trials, treatment and prevention, are needed. (3)Past Performance: Experience with two similar services in the past five years. (4)Price/Cost: Price will be evaluated to determine price reasonableness. Price reasonableness will be established by competition and determined primarily by comparison with other offers submitted. The proposed cost/prices will also be compared to the Independent Government Cost Estimate (IGCE). Offers will also be evaluated on best value in relation to price. Quotations are to be sent electronically to larochek@mail.nih.gov by August 30, 2010 3:00 p.m. EST. The following FAR provisions shall apply to this solicitation: 52.212-1, Instructions to Offerors--Commercial Items, 52.212-2, Evaluation--Commercial Items. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer.
