Description
The Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to award a firm-fixed price (FFP) contract to provide for 260 OA-9454/PDQ sets. These sets will work in conjunction with the Joint Chemical Biological Radiological Agent Water Monitor (JCBRAWM) to detect and indentify the presence of biological warfare agents and radiological containment in water supplies. The procurement will have a period of performance from the effective date of the contract through sixty (60) days thereafter. The NAICS code is 334516. The proposed contract action is being solicited on a sole-source basis to Science Applications International Corporation (SAIC). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302. SAIC is the only manufacturer of the OA-9454/PDQ kits and has proprietary firmware associated with the kits. SAIC has the necessary knowledge, expertise, equipment design and parts to assemble the kits. A formal solicitation will be posted to this site in September 2010. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responses received by 7 September 2010 at 2 pm will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
