- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY AND IS IN COMPLIANCE WITH THE TRANSPARENCY AND ACCOUNTABILITY REQUIREMENTS ASSOCIATED WITH THE SUPPLEMENTAL APPROPRIATIONS PROVIDED BY THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009, PUBLIC LAW 111-5. THIS OPPORTUNITY IS AVAILABLE ONLY TO THE THREE MULTIPLE AWARD CONTRACTORS HOLDING A BLANKET PURCHASE AGREEMENT (BPA) WITH NOAA EASTERN ACQUISITION DIVISION IN ACCORDANCE WITH THE FAIR OPPORTUNITIES ORDERING TERMS OF THE BPAS. THE APPLICABLE BPAS ARE: EA1330-10-BR-0032 WITH ACQUISITION SOLUTIONS, EA1330-10-BR-0033 WITH ROBBINS-GIOIA, LLC AND EA1330-10-BR-0034 WITH PREFERRED SYSTEMS SOLUTION INC. The National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), has a requirement for Grants Online Helpdesk and Systems Support Services. Grants Online is a Government-owned, custom developed major software application used by Department of Commerce (DOC) bureaus and grant making line offices. Grants Online serves over 6,000 registered Federal Program Officers and Grantee users. The Grants Online system interfaces with the Department of Health and Human Services (HHS) "Grants.gov" grants application portal and integrates with other Federal grant management support systems. The period of performance will be August 30, 2010, or date of award, whichever occurs later, through twelve months thereafter. The task order will include two 12-month optional terms. The Government anticipates awarding a Time and Materials task order to the contractor who represents the overall best value based on price and non-price factors (technical and past performance) with non-price factors being significantly more important than price. A Time and Materials task order is most appropriate as it is not possible to accurately estimate the extent or duration of the Grants Online Help Desk and System Support Services or to anticipate costs with any accuracy from the outset of support services.
