- This notice is issued solely for informational and planning purposes and does not constitute a solicitation. The U.S. Army Engineering and Support Center, Huntsville, has a requirement for formal training in areas of self-development as required at the Garrison to acquire Public Works competencies. That will result in a curriculum that will provide Garrison DPW leadership the technical and business process knowledge, skills, and abilities to deliver responsive, predictable, and cost-effective public works services. Topics will include elements of basic DPW garrison requirements: DPW Business Operations and Integration Management, Engineer Division Management, and Operations and Maintenance Management. Using the Corps of Engineers Systems Approach to Training (COESAT) process, courses will be designed and developed to teach Business Operations and Integration Management, Engineer Division Management, Operations and Maintenance Management, DPW Basic Orientation (DPWBOC) and DPW Management Orientation (DPWMOC). These courses will reflect the DPWs programs, policies, procedures and processes. The DPWBOC course also requires a power point presentation and test be written as a prerequisite for each student to view and take prior to attending the course. The COESAT Handbook will be provided at time of award. In conjunction with Government-provided Subject Matter Experts (SMEs), the contractor will be responsible for coordinating/leading in the development of five new courses and the instruction of all five courses as scheduled. The contractor will provide all services, personnel, materials, audio visual aids, and training aids (other than those provided by the Government). Sources must be capable of developing, creating, revising lesson plans as well as provide classroom instruction. The above topics may not be all inclusive but a sample representation of what is to be taught and firm requirements are to be issued in the performance work statement. Currently the first course, (988) DPW Basic Orientation (DPWBOC) is scheduled for 1-5 November 10 in Huntsville, AL. This acquisition is intended for full and open competition and intended to be set aside for HUBZone certified small business concerns. Final classification of the type of set-aside may be dependent upon responses to this source sought notification. A solicitation is scheduled to be released on or about August 26, 2010. Questions and comments from all small business concerns are encouraged via email. Interested parties should submit a capabilities statement. The Government will not reimburse the contractor for any costs associated with preparing or submitting a response to this notice. No hard copy or facsimile submissions will be accepted.
