- DESCRIPTION: The Fleet & Industrial Supply Center, Puget Sound is soliciting for a firm, fixed price service contract to be negotiated on a 100% small business set-aside basis for the testing of the Fire Suppression Systems on 8 Tug Boats, 2 Dive Boats and 1 Admirals Boat at various locations throughout the Puget Sound for recertification in support of Commander Navy Region Northwest, Port Operations. The Contractor shall include in the testing requirement, inspection of the following components: Condition of flex hoses, pull stations, check or stop valves, lever controls, pressure controls, time delays, sirens/alarms, pressure switches, heat sensors, cylinder firing heads, pulleys and cables, plumbing, discharge nozzles, trip test, operational pneumatic test, safety outlet,, proper signage and in good condition, and weight test of all cylinders. Systems are CO2, Halon, or Clean Agent Type suppression systems. Related regulation is CFR 46 part 76 (Fire Protection Equipment). Offerors must process an approval letter from the Coast Guard in Accordance with U.S. Coast Guard lifesaving and fire safety standards indicating that the technician performing the testing and recertification requirement is approved. Place of performance will be Naval Base Bangor, Naval Base Bremerton and Naval Station Everett, Washington. Period of performance will extend from the date of award to 30, September 2011 with 4 one year options. The commercial solicitation will be issued on or about 20 August 2010 with a closing date of 31 August, 2010. Proposed contract to be procured using commercial Simplified Acquisition procedures in accordance with FAR Part 12 and 13.5. The Government anticipates award of a single firm fixed price service contract. Prospective offerors not CCR-registered should immediately begin the registration process. The solicitation will be posted to the NECO web site: www.neco.navy.mil under Business Opportunities under solicitation number N00406-109-T-2206. The Government will NOT distribute hard-copy solicitations or amendments. The Government will not mail, fax, or e-mail the solicitation or any amendments thereto. Subsequent amendments, if any, will be transmitted solely via the NECO web site. Prospective offerors are responsible for checking the NECO web site early and periodically for any solicitation amendments. Prospective offerors should not expect notification that an amendment has been issued. The NECO web site is occasionally inaccessible due to maintenance. The Government is not responsible for any loss of Internet connectivity or for an offeror ™s inability to access the document posted on the referenced web site. Telephone and facsimile requests will not be honored. Electronic submission of proposals is NOT available at this time.
